【摘要】：隨著社會的快速發(fā)展和改革的不斷深化，，高校作為社會的重要組成部分，面臨日益多元化復(fù)雜化的內(nèi)外環(huán)境。高校作為人員度密集高、人才大量聚集的場所，突發(fā)事件時有發(fā)生，并呈現(xiàn)逐步增加的趨勢，這不僅威脅高校的正常教學(xué)、管理和師生正常生活秩序，而且損害高校的形象和聲譽(yù)。因此，如何加強(qiáng)對高校突發(fā)事件的應(yīng)急管理工作，已經(jīng)引起了社會和學(xué)校的高度重視。 文章以中國石油大學(xué)（華東）的突發(fā)事件應(yīng)急管理工作為研究對象，在學(xué)術(shù)界先期研究成果的基礎(chǔ)上，對高校突發(fā)事件概念和分類等進(jìn)行了界定，并以公共應(yīng)急理論、應(yīng)急管理生命周期理論為指導(dǎo)，結(jié)合中國石油大學(xué)（華東）學(xué)校突發(fā)事件的特點，分析學(xué)校突發(fā)事件的發(fā)生狀況和應(yīng)急管理工作現(xiàn)狀。通過借鑒國外高校突發(fā)事件應(yīng)急管理工作中的先進(jìn)經(jīng)驗和有效體系，重點論述了中國石油大學(xué)（華東）突發(fā)事件應(yīng)急管理系統(tǒng)的構(gòu)建工作，提出了學(xué)校突發(fā)事件應(yīng)急管理系統(tǒng)包含的事前預(yù)防、事中應(yīng)急處置和事后恢復(fù)學(xué)習(xí)三大運(yùn)行機(jī)制，以及包含學(xué)校的人員組織、信息管理和管理制度三大支持體系的建設(shè)思路，結(jié)合中國石油大學(xué)（華東）應(yīng)急管理工作中存在的問題，嘗試提出學(xué)校在進(jìn)行應(yīng)急管理系統(tǒng)建設(shè)時的保障措施。 通過論證分析，研究得出突發(fā)事件應(yīng)急管理是學(xué)校管理工作中的重要環(huán)節(jié)，學(xué)校應(yīng)該重視師生的心理健康教育，提高危機(jī)意識和突發(fā)事件應(yīng)對能力，加強(qiáng)校園綜合管理工作，綜合校內(nèi)校外力量成立應(yīng)急管理組織機(jī)構(gòu)，制定可操作性強(qiáng)的專項應(yīng)急預(yù)案和暢通的信息溝通渠道，完善制度建設(shè)，保障應(yīng)急系統(tǒng)的有效運(yùn)轉(zhuǎn)，提高學(xué)校的應(yīng)急管理能力。
[Abstract]:With the rapid development of society and the deepening of reform, colleges and universities, as an important part of society, are faced with increasingly complex internal and external environment. Colleges and universities, as a place with high concentration of personnel and a large number of talents, have occurred from time to time and have shown a trend of increasing gradually. This not only threatens the normal teaching, management and normal life order of teachers and students in colleges and universities. And damage the image and reputation of colleges and universities. Therefore, how to strengthen the emergency management of university emergencies has attracted great attention of society and schools. Taking the emergency management work of China University of Petroleum (East China) as the research object, this paper defines the concept and classification of emergencies in colleges and universities on the basis of the previous research results in academic circles, and uses the theory of public emergency. Based on the life-cycle theory of emergency management and the characteristics of emergency events in schools of China University of Petroleum (East China), this paper analyzes the situation of emergencies in schools and the present situation of emergency management. Based on the advanced experience and effective system of emergency management in colleges and universities abroad, this paper mainly discusses the construction of emergency management system of China University of Petroleum (East China). The paper puts forward the three operating mechanisms of emergency management system of school emergency, including prevention in advance, emergency disposal and learning after the event, as well as the construction ideas of three support systems, including personnel organization, information management and management system of the school, including the personnel organization of the school, the information management system and the management system. Combined with the problems existing in the emergency management of China University of Petroleum (East China), this paper tries to put forward the safeguard measures for the construction of emergency management system in the university. Through demonstration and analysis, it is concluded that emergency management is an important link in school management. Schools should pay attention to the psychological health education of teachers and students, improve the crisis awareness and emergency response ability, and strengthen the comprehensive management of campus. In order to ensure the effective operation of the emergency management system and to improve the ability of emergency management, it is necessary to set up emergency management organization, formulate special emergency plan and unblocked communication channel, perfect the system construction, and ensure the effective operation of the emergency management system.
