高校突發(fā)事件多元應對機制研究

【摘要】:從2003年震撼全國的“非典”疫情到2013年2月1日河南義昌大橋坍塌事故,公共危機管理一直是我國政府及社會民眾日益關注的重點和學術界研究的熱點。社會轉型期的中國高等院校,其組織結構、師資情況及文化氛圍等內在因素,很大程度上都受到社會政治或經(jīng)濟環(huán)境因素的影響。隨著社會變遷和改革的不斷深入,高校突發(fā)事件時有發(fā)生,并逐漸呈現(xiàn)多樣化和頻繁化的趨勢。這迫切要求高校建立健全危機管理的機制、體制和法制,進一步提高預防和處理突發(fā)事件的能力。因此,進一步提升高校應對突發(fā)事件的能力就是和本文的研究背景和動機。 近年來,隨著以“一案三制”為中心的研究深入,即編制和完善應急預案,建立健全應急管理體制、機制、法制,我國已經(jīng)初步形成了有中國特色的應急管理體系。因此,高校突發(fā)事件應急管理也應按照“一案三制”來構建自己的體系。 本文從治理理論的合作理念出發(fā),嘗試利用協(xié)同學的方法分析多元參與主體之間的關系。同時,利用比較法分析國外應急管理多元協(xié)作機制的情況,根據(jù)我國高,F(xiàn)有突發(fā)事件應對機制存在的問題,深層分析原因,借鑒國外先進經(jīng)驗,探索整合高校領域和政府、社會領域的協(xié)同治理之道,根據(jù)高校突發(fā)事件的特殊性提出多元協(xié)作機制建設的建議。 本文在實證分析的基礎上,指出高校突發(fā)事件應對機制應從高校主導向多元參與不斷轉換。首先,應對主體多元化。多元應對主體主要應包含高校、政府、社會力量三個方面。在高校應急管理多元協(xié)作中,高校應始終處于主導地位。其次,應對系統(tǒng)多元化。高校突發(fā)事件應急管理的系統(tǒng)聯(lián)動應包含直接應對系統(tǒng)、輿情系統(tǒng)、安!笄谙到y(tǒng)、高校特殊服務號碼系統(tǒng)。最后,制度建設多元化。鑒于我國高校突發(fā)事件立法體系尚未建立,安全管理亟待規(guī)范的現(xiàn)狀,高校突發(fā)事件的制度建構也應遵循多元協(xié)作的機制。
[Abstract]:From the SARS epidemic which shocked the whole country in 2003 to the collapse of Yichang Bridge in Henan Province on February 1, 2013, the public crisis management has been the focus of our government and social people's attention day by day and the hot spot of academic research. In the period of social transformation, the internal factors, such as organization structure, teachers' condition and cultural atmosphere, are largely influenced by social, political or economic environmental factors. With the deepening of social change and reform, unexpected events in colleges and universities occur from time to time, and gradually present a trend of diversification and frequency. It is urgent for colleges and universities to establish and perfect the mechanism, system and legal system of crisis management, and to further improve the ability to prevent and deal with emergencies. Therefore, to further enhance the ability of universities to deal with emergencies is the background and motivation of this paper. In recent years, with the research of "one case and three systems" as the center, that is, to compile and perfect the emergency plan, to establish and perfect the emergency management system, mechanism and legal system, China has initially formed the emergency management system with Chinese characteristics. Therefore, the university emergency management should be based on the "one case three systems" to build their own system. Based on the cooperative concept of governance theory, this paper tries to analyze the relationship between multiple participants by using the method of Synergetics. At the same time, using the comparative method to analyze the situation of the multi-cooperation mechanism of foreign emergency management, according to the problems existing in the emergency response mechanism of colleges and universities in our country, to analyze the reasons deeply, to learn from the advanced experience of foreign countries, to explore the integration of the field of universities and the government. On the basis of the particularity of emergency in colleges and universities, the author puts forward some suggestions on the construction of multi-cooperation mechanism. On the basis of empirical analysis, this paper points out that the emergency response mechanism in colleges and universities should be transformed from university leading to multiple participation. First of all, to deal with the diversification of the main body. The pluralistic main body should include three aspects: universities, government and social forces. In the multi-cooperation of emergency management in colleges and universities, universities should always be in the leading position. Secondly, the system should be diversified. The system linkage of emergency management in colleges and universities should include direct response system, public opinion system, security and logistics system, and university special service number system. Finally, the system construction is diversified. In view of the fact that the legislative system of university emergencies has not yet been established and the security management needs to be standardized, the system construction of university emergencies should follow the mechanism of multiple cooperation.
