【摘要】：福建省在國家資助政策的基礎(chǔ)上，逐步形成了以“獎、貸、助、補、減、勤”為主的家庭經(jīng)濟困難學(xué)生資助體系。這使家庭經(jīng)濟困難學(xué)生入學(xué)難的問題得到了基本的解決，但由于主客觀條件的限制，福建省高校資助工作仍面臨著家庭經(jīng)濟困難學(xué)生認(rèn)定難、心理問題日趨嚴(yán)重、資助工作的法律保障未完善等一系列的挑戰(zhàn)。 本研究正是在這個大背景下，以福建省高校學(xué)生資助工作為研究對象，對國內(nèi)外高校學(xué)生資助工作的理論基礎(chǔ)、發(fā)展歷程及基本經(jīng)驗進行對比分析，針對福建省若干所高校學(xué)生資助工作的調(diào)查研究，分析福建省高校學(xué)生資助工作現(xiàn)狀及存在的問題，并提出完善福建省高校學(xué)生資助工作的對策建議，希望對高校學(xué)生資助工作之發(fā)展有所幫助。首先，運用對比分析法，分析梳理出國內(nèi)外高校學(xué)生資助工作的較好經(jīng)驗；其次，通過選取福建省五所不同辦學(xué)體制高校作為調(diào)查對象，運用問卷調(diào)查及訪談?wù){(diào)查等方式，分析目前福建省高校學(xué)生資助工作所存在的問題，主要包括缺乏科學(xué)合理的家庭經(jīng)濟困難學(xué)生認(rèn)定機制、有償資助推行實施不夠、資助育人有機結(jié)合機制有待完善、缺乏科學(xué)完善的資助工作法律規(guī)范等方面問題；最后，根據(jù)調(diào)查分析得出的結(jié)論，提出適合福建省實際情況的對策建議，就政府主體地位、國家助學(xué)貸款機制、家庭經(jīng)濟困難學(xué)生認(rèn)定體系、資助育人相結(jié)合機制及拓寬資助方式等方面尚需完善之處提出建議。
[Abstract]:On the basis of the national subsidy policy, Fujian Province has gradually formed a financial aid system for students with family financial difficulties, which is based on "prize, loan, aid, compensation, reduction and hard work". This makes it possible to solve the problem of difficult entry for students with family economic difficulties. However, due to the restrictions of subjective and objective conditions, the financial assistance work of colleges and universities in Fujian Province is still faced with the difficulty of identifying students with family economic difficulties, and the psychological problems are becoming more and more serious. There are a series of challenges, such as imperfect legal protection of funding work. It is under this background that this study, taking the student aid work of Fujian Province as the research object, makes a comparative analysis of the theoretical basis, the development course and the basic experience of the student aid work at home and abroad. Based on the investigation and study of student aid work in several colleges and universities in Fujian Province, this paper analyzes the present situation and existing problems of student aid work in colleges and universities in Fujian Province, and puts forward some countermeasures and suggestions to improve the student financial aid work in colleges and universities in Fujian Province. I hope it will be helpful to the development of student financial aid in colleges and universities. First of all, by using comparative analysis, the author analyzes the better experience of student support work at home and abroad. Secondly, through selecting five universities with different running systems in Fujian Province as the object of investigation, using questionnaires and interviews, etc. This paper analyzes the problems existing in the student financial aid work of colleges and universities in Fujian Province at present, including the lack of scientific and reasonable identification mechanism for students with financial difficulties in families, the insufficient implementation of paid financial aid, and the need to improve the mechanism of organic combination of financial aid and education. Finally, according to the conclusion of investigation and analysis, the author puts forward countermeasures and suggestions suitable for the actual situation of Fujian Province, regarding the status of the government as the main body, the national student loan mechanism. Suggestions should be made on the system of identifying students with financial difficulties, the mechanism of combining financial aid with educating people and broadening the ways of financial assistance.
