重慶統(tǒng)籌城鄉(xiāng)基礎(chǔ)教育一體化機(jī)制研究

【摘要】:根據(jù)我國(guó)經(jīng)濟(jì)和社會(huì)發(fā)展的階段性特點(diǎn),在中國(guó)共產(chǎn)黨的十六大報(bào)告中明確提出:“統(tǒng)籌城鄉(xiāng)經(jīng)濟(jì)社會(huì)發(fā)展,建設(shè)現(xiàn)代農(nóng)業(yè),發(fā)展農(nóng)村經(jīng)濟(jì),增加農(nóng)民收入,是全面建設(shè)小康社會(huì)的重大任務(wù)!蓖ㄟ^統(tǒng)籌城鄉(xiāng)發(fā)展,打破城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu),建立城鄉(xiāng)平等的社會(huì)新體制,這是黨在新的歷史時(shí)期,提出的重大戰(zhàn)略決策。統(tǒng)籌城鄉(xiāng)發(fā)展是一個(gè)系統(tǒng)復(fù)雜的工程,而統(tǒng)籌城鄉(xiāng)教育發(fā)展是統(tǒng)籌城鄉(xiāng)發(fā)展的關(guān)鍵環(huán)節(jié)。因?yàn)榻逃翘嵘肆Y本的重要途徑,基礎(chǔ)教育更是重中之重。城鄉(xiāng)基礎(chǔ)教育一體化發(fā)展對(duì)實(shí)現(xiàn)教育公平,構(gòu)建和諧社會(huì),促進(jìn)社會(huì)的公平正義具有重要意義。 2008年教育部批準(zhǔn)重慶市為全國(guó)統(tǒng)籌城鄉(xiāng)教育綜合配套改革實(shí)驗(yàn)區(qū),重慶市政府結(jié)合我市的實(shí)際情況,出臺(tái)了相關(guān)的政策措施統(tǒng)籌城鄉(xiāng)教育發(fā)展,加快了我市統(tǒng)籌城鄉(xiāng)基礎(chǔ)教育一體化的進(jìn)程。但是我市城鄉(xiāng)基礎(chǔ)教育發(fā)展差距依然存在,探究其原因,我們不難發(fā)現(xiàn)機(jī)制,制度性因素是阻礙城鄉(xiāng)基礎(chǔ)教育一體化發(fā)展的重要因素。因此,本文在分析重慶市城鄉(xiāng)基礎(chǔ)教育發(fā)展現(xiàn)狀的基礎(chǔ)上,從機(jī)制性視角分析了其原因,并結(jié)合我市實(shí)際情況,提出了構(gòu)建統(tǒng)籌城鄉(xiāng)基礎(chǔ)教育一體化發(fā)展機(jī)制的構(gòu)想,促進(jìn)統(tǒng)籌城鄉(xiāng)基礎(chǔ)教育協(xié)調(diào)發(fā)展。 本文第一章為緒論,介紹研究的意義,國(guó)內(nèi)外相關(guān)研究綜述以及研究的目的和研究方法。第二章介紹了論文的核心概念和研究的相關(guān)理論基礎(chǔ)。第三章是本文的重點(diǎn)之一,在分析重慶市城鄉(xiāng)基礎(chǔ)教育發(fā)展取得成就的基礎(chǔ)上,著重分析了城鄉(xiāng)基礎(chǔ)教育發(fā)展中存在的問題,并從機(jī)制視角分析了問題的原因所在。第四章既是本文的重點(diǎn),也是本文的難點(diǎn),提出了構(gòu)建統(tǒng)籌城鄉(xiāng)基礎(chǔ)教育一體化發(fā)展的原則,并以該原則為指導(dǎo),構(gòu)建統(tǒng)籌城鄉(xiāng)基礎(chǔ)教育一體化發(fā)展的相應(yīng)機(jī)制。第五章是結(jié)束語,總結(jié)全文并指出本文的不足之處和今后努力的方向。
[Abstract]:According to the phased characteristics of China's economic and social development, it is clearly put forward in the report of the 16th National Congress of the Communist Party of China: "it is an important task to build a well-off society in an all-round way to coordinate urban and rural economic and social development, to build modern agriculture, to develop rural economy, and to increase farmers' income." Through the overall planning of urban and rural development, breaking the dual economic structure between urban and rural areas, and establishing a new social system of equality between urban and rural areas, this is an important strategic decision put forward by the Party in the new historical period. The overall planning of urban and rural development is a systematic and complex project, and the overall planning of urban and rural education development is the key link of urban and rural development. Because education is an important way to enhance human capital, basic education is the most important. The integrated development of urban and rural basic education is of great significance to realize educational fairness, build a harmonious society and promote social fairness and justice. In 2008, the Ministry of Education approved Chongqing as the experimental area for the comprehensive reform of urban and rural education in the whole country. According to the actual situation of our city, the Chongqing municipal government issued relevant policies and measures to coordinate the development of urban and rural education, which accelerated the process of the integration of urban and rural basic education in our city. However, the development gap between urban and rural basic education in our city still exists, to explore the reasons, we are not difficult to find the mechanism, institutional factors are an important factor hindering the integrated development of urban and rural basic education. Therefore, on the basis of analyzing the present situation of the development of urban and rural basic education in Chongqing, this paper analyzes the reasons from the institutional perspective, and puts forward the idea of constructing the integrated development mechanism of urban and rural basic education in combination with the actual situation of our city, so as to promote the coordinated development of urban and rural basic education. The first chapter is the introduction, which introduces the significance of the study, the review of related research at home and abroad, as well as the purpose and research methods. The second chapter introduces the core concepts of the paper and the relevant theoretical basis of the research. The third chapter is one of the key points of this paper. On the basis of analyzing the achievements of the development of urban and rural basic education in Chongqing, this paper focuses on the problems existing in the development of urban and rural basic education, and analyzes the causes of the problems from the perspective of mechanism. The fourth chapter is not only the focus of this paper, but also the difficulty of this paper, puts forward the principle of constructing the integrated development of urban and rural basic education, and under the guidance of this principle, constructs the corresponding mechanism of the integrated development of urban and rural basic education. The fifth chapter is the conclusion, summarizes the full text and points out the shortcomings of this paper and the direction of future efforts.
