【摘要】：我國從2006年起,逐步將農(nóng)村義務教育全面納入公共財政保障范圍,建立中央和地方分項目、按比例分擔的農(nóng)村義務教育經(jīng)費保障機制。新機制實施后呈現(xiàn)了顯著效果,但仍然存在很多問題。尤其是近年來,農(nóng)村中小學的財務問題越發(fā)成為社會普遍關心的熱點問題。本文通過對恩施州中恩施市、來鳳縣、宣恩縣、建始縣三縣一市新機制運行情況的調(diào)查,從經(jīng)費預算機制著手,將績效預算引入義務教育財政體系中,分系其實施的可行性。
[Abstract]:Since 2006, China has gradually brought rural compulsory education into the scope of public financial security, established the central and local sub-projects, and set up a proportionate rural compulsory education funding guarantee mechanism. After the implementation of the new mechanism, it has shown remarkable effect, but there are still many problems. Especially in recent years, financial problems in rural primary and secondary schools have become a hot issue of social concern. Based on the investigation of the operation of the new mechanism in Enshi City, Laifeng County, Xuanen County and Jianshi County, this paper introduces the performance budget into the financial system of compulsory education from the point of view of budget mechanism, and points out the feasibility of its implementation.
