【摘要】：我國現(xiàn)階段義務(wù)教育發(fā)展失衡是地方政府、學(xué)校與家庭受信息不對(duì)稱的制約,在成本———收益比較原則下,各自追求自身利益最大化所導(dǎo)致的義務(wù)教育資源配置的失衡。解決的思路是加強(qiáng)教育法制建設(shè),明確地方政府的法定職責(zé);堅(jiān)持行政倫理教育,提高地方政府行政人員以人為本、執(zhí)政為民的內(nèi)在自覺性;打破我國地方政府與義務(wù)教育學(xué)校之間的利益同盟;建立家庭教育利益表達(dá)機(jī)制,降低家庭維護(hù)其教育權(quán)益的制度成本。
[Abstract]:The development imbalance of compulsory education in our country at present is the imbalance of compulsory education resources allocation caused by local governments, schools and families under the principle of cost-benefit comparison, which is caused by the maximization of their own interests. The solution is to strengthen the construction of educational legal system, to make clear the legal duty of local government, to insist on the education of administrative ethics, to improve the inner consciousness of local government administrators who are people-oriented and to be in power for the people. To break the interest alliance between local government and compulsory education school, to set up the expression mechanism of family education interests, and to reduce the system cost for families to safeguard their educational rights and interests.
