【摘要】: 文章以促進(jìn)基礎(chǔ)教育信息資源的均衡配置為邏輯起點(diǎn),以教育信息資源的共建共享為研究?jī)?nèi)容,以解決現(xiàn)行教育信息資源建設(shè)存在的問(wèn)題為主線展開研究。研究的選題是基于信息化社會(huì)的宏觀時(shí)代背景、人們對(duì)教育公平的長(zhǎng)期訴求以及對(duì)教育信息資源共建共享已有的實(shí)踐探索。通過(guò)對(duì)國(guó)內(nèi)外有關(guān)教育信息資源建設(shè)文獻(xiàn)的梳理、分析和歸納,從而確定本研究的核心內(nèi)容。在核心概念的界定上,本文所指的基礎(chǔ)教育信息資源是狹義上的信息資源,是指經(jīng)過(guò)數(shù)字化處理,可在網(wǎng)絡(luò)或多媒體環(huán)境下運(yùn)行的資源!皡^(qū)域”是指以行政劃分為主的管轄范圍。在研究方法上主要以文獻(xiàn)法、訪談法、定性分析法和比較分析法為主,旨在說(shuō)明我國(guó)教育信息資源建設(shè)的現(xiàn)狀,分析資源建設(shè)存在的障礙,探尋資源共建共享的可能性,構(gòu)建合理的教育信息資源區(qū)域共建共享模式。 文章主要從五個(gè)部分對(duì)教育信息資源區(qū)域共建共享問(wèn)題進(jìn)行了研究。 首先,文章對(duì)教育信息資源共建共享問(wèn)題研究的背景、擬定研究的內(nèi)容、方法與思路,以及該研究的理論和實(shí)踐意義進(jìn)行了介紹。 然后,通過(guò)對(duì)國(guó)外教育信息資源建設(shè)現(xiàn)狀梳理,歸納推論教育信息資源建設(shè)發(fā)展趨勢(shì);分析國(guó)內(nèi)教育信息資源建設(shè)普遍存在的問(wèn)題和原因、以及學(xué)者們對(duì)教育信息資源共建共享已有的研究基礎(chǔ)上,確定了本研究的主要研究方向和核心概念。 其次,文章從三個(gè)方面論證了教育信息資源共建共享的必要性和可行性:教育信息資源共建共享的現(xiàn)實(shí)依據(jù)——現(xiàn)行“校校建庫(kù)”模式存在諸多不足,教育信息資源共建共享的理論依據(jù)——信息資源自身的特點(diǎn)、系統(tǒng)論的支撐以及經(jīng)濟(jì)效益的最大化,以及教育信息資源共建共享的技術(shù)依據(jù)——教育城域網(wǎng)、校園網(wǎng)的開通與應(yīng)用。 接著,從系統(tǒng)論的角度,構(gòu)建了教育信息資源“區(qū)域共建共享”開發(fā)利用模式。該模式涉及教育信息資源的組織管理方、教育信息資源的提供方、教育信息資源的使用方、教育信息資源及它們之間的運(yùn)行方式五個(gè)要素;闡明了各主體要素在保證教育信息共建共享系統(tǒng)運(yùn)行中各自所扮演的角色及職責(zé);通過(guò)多方面比較“校校建庫(kù)”模式與“區(qū)域共建共享”資源庫(kù)模式,認(rèn)為“區(qū)域共建共享”資源庫(kù)模式可以增強(qiáng)教育資源的投資效益,提高教育信息資源的質(zhì)量,擴(kuò)大教育信息資源庫(kù)的容量,有效防止信息資源低水平重復(fù)建設(shè), 最后,借鑒分析“相關(guān)期刊論文”的運(yùn)行方式后,從教育信息資源共建共享的組織保障機(jī)制、經(jīng)費(fèi)投入保障機(jī)制、教育主管部門對(duì)資源開發(fā)方采用的競(jìng)爭(zhēng)機(jī)制、激勵(lì)機(jī)制,以及對(duì)資源使用方采取的激勵(lì)機(jī)制等方面,構(gòu)建了“政府主導(dǎo)、企業(yè)學(xué)校聯(lián)合開發(fā)、學(xué)校應(yīng)用”教育信息資源“區(qū)域共建共享”模式的運(yùn)行機(jī)制。從理論上證明了教育信息資源“區(qū)域共建共享”模式及其運(yùn)行機(jī)制,可以實(shí)現(xiàn)教育信息資源的商業(yè)化有序開發(fā),符合教育信息資源建設(shè)發(fā)展趨勢(shì)。
[Abstract]:In order to promote the balanced allocation of information resources in basic education as a logical starting point, this paper takes the co construction and sharing of educational information resources as the research content, and studies the existing problems in the construction of current educational information resources. The topic is based on the macro time background of the information society and the long-term demands of people on educational equity. In order to determine the core content of this research, the basic education information resource in this paper is a narrow sense of information resources, which refers to the digital processing. The resources that can be operated in the network or multimedia environment. "Area" refers to the jurisdiction of the administrative division. In the research method, the main methods are literature, interview, qualitative analysis and comparative analysis. The aim is to explain the present situation of the construction of educational information resources in our country, analyze the obstacles in the construction of resources, and explore the common construction of resources. The possibility of building a reasonable educational information resources regional co construction and sharing mode.
The article mainly studies the regional co construction and sharing of educational information resources from five parts.
First, the paper introduces the background of the research on the problem of co construction and sharing of educational information resources, and introduces the contents, methods and ideas of the research, as well as the theoretical and practical significance of the research.
Then, by combing the current situation of foreign education information resources construction, summarizing the development trend of education information resources construction, analyzing the common problems and causes of the construction of domestic education information resources, and on the basis of scholars' research on the sharing of educational information resources, the main research direction and core of this study are determined. Concept.
Secondly, the paper demonstrates the necessity and feasibility of the sharing of educational information resources in three aspects: the realistic basis for the sharing of educational information resources together - the existing theoretical basis for the construction and sharing of educational information resources -- the characteristics of the information resources themselves, the support of the system theory and the support of the system theory. The maximization of economic benefits, as well as the technical basis for the co construction and sharing of educational information resources, is the opening and application of education metropolitan area network and campus network.
Then, from the point of view of system theory, the development and utilization mode of "regional co construction and sharing" of educational information resources is constructed, which involves the organization and management of educational information resources, the provider of educational information resources, the use of educational information resources, the educational information resources and the operation mode between them, and clarifies the needs of the various subjects. In order to ensure the role and responsibility of the educational information co construction and sharing system, by comparing the model of "school building library" and "regional co construction and sharing" in many aspects, it is believed that the model of "regional co construction and sharing" can enhance the investment benefit of educational resources, improve the quality of educational information resources, and expand the quality of educational information resources. The capacity of large educational information resource pool can effectively prevent low level duplication of information resources.
Finally, after the analysis of the operation mode of the "Chinese journal full text database", the "government owner" is constructed from the aspects of the organization guarantee mechanism, the fund investment mechanism, the competition mechanism adopted by the educational authorities, the incentive mechanism and the incentive mechanism adopted by the resource users, after the analysis of the operation mode of the "Chinese journal full text database". The operation mechanism of "regional co construction and sharing" model of educational information resources in the joint development of enterprise schools and the application of "regional co construction and sharing" of educational information resources has proved theoretically that the mode and operating mechanism of "regional co construction and sharing" of educational information resources can realize the orderly commercialization of educational information resources, which is in line with the development trend of educational information resources.
