【摘要】：要求流入地政府負(fù)責(zé)農(nóng)民工子女義務(wù)教育的相關(guān)政策,從總體看是可行的。但由于地方各級財政能力分布不均衡,省和地市本級財政較好、縣級財政較差,因而影響到這一政策的落實。本文認(rèn)為,農(nóng)民工子女義務(wù)教育的資金供給應(yīng)該由中央、財政狀況較好的省和地市級財政為主,同時,可從中央對各省稅收返還中提取專項經(jīng)費,通過轉(zhuǎn)移支付的方法將款項下?lián)艿降胤?由縣(區(qū)、市)教育局負(fù)責(zé)將專款用于農(nóng)民工子女義務(wù)教育。
[Abstract]:It is feasible to ask the government to be responsible for the compulsory education of the children of migrant workers. However, because of the uneven distribution of the local financial capacity at all levels, the provincial and city level finance is better, the county finance is poor, so it affects the implementation of this policy. This paper holds that the fund supply of the compulsory education for the children of migrant workers should be from the middle of the paper. At the same time, the central government can extract special funds from the central government for the return of the provinces' tax revenue, and transfer the funds to the local areas through the transfer payment method, and the county (district and city) education bureau is responsible for the special funds for the compulsory education of the children of migrant workers.
