論英語問題學(xué)生對美國NCLB法案實(shí)施的挑戰(zhàn)

【摘要】:布什總統(tǒng)2002年簽署的《不讓一個兒童掉隊(duì)法案》是對1965年《初中等教育法案》最全面的改革,也是其執(zhí)政期間最為耀眼的政績之一,但是該法案的實(shí)施面臨巨大的挑戰(zhàn),而英語問題學(xué)生達(dá)標(biāo)是事關(guān)法案能否最終實(shí)現(xiàn)的關(guān)鍵。其中英語問題學(xué)生基礎(chǔ)差,學(xué)業(yè)成績大面積提高進(jìn)展緩慢;以英語為考試語言的學(xué)科測試無法客觀評估學(xué)生學(xué)業(yè);英語問題學(xué)生人員流動性較大,學(xué)校面臨巨大困惑;學(xué)校力不能及的相關(guān)因素,如語言學(xué)生的差異性,語言學(xué)生數(shù)量不斷增加,NCLB與語言學(xué)生自相矛盾等都是該法案實(shí)施的瓶頸。美國《不讓一個兒童掉隊(duì)法案》實(shí)施中遇到的語言學(xué)生挑戰(zhàn)對我國熱議中的《國家中長期教育改革和發(fā)展規(guī)劃綱要》的實(shí)施具有一定的啟示作用。
[Abstract]:The No Child left behind Act signed by President Bush in 2002 is the most comprehensive reform of the 1965 Junior Secondary Education Act and one of the most dazzling achievements of his administration, but its implementation faces enormous challenges. And English problem students' standard is the key to the final realization of the bill. The students with English problems have a poor foundation and slow progress in improving their academic achievements; the subject tests based on English as the language of examination can not objectively evaluate the students' studies; the students with English problems have a large mobility of staff and the schools are faced with great confusion. Related factors, such as the difference of language students, the increasing number of language students and the contradiction between NCLB and language students, are the bottlenecks of the implementation of the Act. The challenges encountered by language students in the implementation of the No Child left behind Act in the United States have a certain enlightening effect on the implementation of the National Medium- and Long-term Education Reform and Development Planning Program, which is under heated discussion in China.
