【摘要】: 本文主要考察了“教育行動區(qū)”計劃的背景、概述了計劃內(nèi)容并分析了計劃的實施過程和效果。在此基礎(chǔ)上,本文對“教育行動區(qū)”計劃進(jìn)行了評價。 英國工黨政府所設(shè)定的教育改革目標(biāo)是為所有人提供均等的教育機(jī)會并提高教育標(biāo)準(zhǔn),強(qiáng)調(diào)所有學(xué)校所有學(xué)生的成功,注重開發(fā)每個人的潛能。起始于1998年的“教育行動區(qū)”計劃就是為了實現(xiàn)這一目標(biāo)而建立的!敖逃袆訁^(qū)”計劃是在教育弱勢地區(qū),政府將15到25所左右的學(xué)校聚合成一起,將這些地區(qū)一批學(xué)校的管理權(quán)公開招標(biāo),由當(dāng)?shù)毓ど唐髽I(yè)、學(xué)校、家長、地方教育當(dāng)局和當(dāng)?shù)仄渌麢C(jī)構(gòu)、部門組成一個聯(lián)合體,向中央教育主管大臣(教育與技能部部長)提出申請,接管學(xué)生學(xué)業(yè)表現(xiàn)不良的這批學(xué)校。學(xué)校獲得政府的額外資助。政府為他們在課程、人事、資源、經(jīng)費和管理等方面提供了一系列優(yōu)惠政策。 本論文由4部分組成。第一章,從三方面分析了“教育行動區(qū)”計劃的背景:從撒切爾政府以來的教育政策的演變;基礎(chǔ)教育質(zhì)量下滑與提高教育標(biāo)準(zhǔn)運動的開展;相關(guān)變革措施的推動。第二章,對“教育行動區(qū)”計劃解讀。介紹了“教育行動區(qū)”計劃的內(nèi)涵、目的、甄選標(biāo)準(zhǔn)、管理、優(yōu)惠政策和特點。第三章,論述了“教育行動區(qū)”計劃的實施狀況,總結(jié)了計劃實施以來取得的效果及經(jīng)驗。第四章,從對公立教育的影響、存在的問題和發(fā)展前景三個方面對“教育行動區(qū)”計劃進(jìn)行了評價。
[Abstract]:This paper mainly reviews the background of the "educational action area" plan, summarizes the contents of the plan, and analyzes the process and effect of the plan implementation. On this basis, this paper evaluates the "educational action area" plan. The aim of the British Labour Government's education reform is to provide equal access to education for all and to raise education standards, emphasizing the success of all students in all schools. Focus on developing everyone's potential. The "Education Action Zone" program, which began in 1998, was created to achieve this goal. The "Education Action Zone" program is designed to educate disadvantaged areas, where the government brings together about 15 to 25 schools. To invite public tenders for the management of a number of schools in these areas and to form a consortium of local business enterprises, schools, parents, local educational authorities and other local institutions, Apply to the Minister in charge of Central Education (Minister of Education and skills) to take over the group of schools where students perform poorly. This paper discusses the status of the implementation of the "Education Action area" plan, summarizes the results and experience since the implementation of the plan. 4th chapter, from the impact on public education, The existing problems and development prospects of the "Education Action area" plan were evaluated.
