我國教育改革政策及價(jià)值的演進(jìn)

【摘要】:運(yùn)用政策變遷的多源流理論分析發(fā)現(xiàn),"文化大革命"結(jié)束以來,我國教育改革的政策演變經(jīng)歷了三個(gè)階段。1977年至1998年的"知識成才"階段,起源于"文化大革命"對教育造成的嚴(yán)重后果,以鄧小平主持下恢復(fù)全國高考為標(biāo)志,教育政策注重人才選拔,突顯國家主義價(jià)值訴求;1999年至2009年的"素質(zhì)育才"階段,起源于片面追求升學(xué)率的困境,以全面實(shí)施素質(zhì)教育,開啟新一輪基礎(chǔ)教育課程改革為標(biāo)志,教育政策關(guān)注學(xué)生全面發(fā)展,彰顯大眾主義價(jià)值取向;2010年以來的"素養(yǎng)育人"階段,起源于新時(shí)期青少年成長的時(shí)代難題,以"立德樹人"教育方針的提出為標(biāo)志,教育政策強(qiáng)調(diào)育人為本,突出人本主義價(jià)值導(dǎo)向。
[Abstract]:Based on the analysis of the multi-source theory of policy change, it is found that the policy evolution of educational reform in China has gone through three stages since the end of the Cultural Revolution. The stage of "knowledge becoming a talent" from 1977 to 1998 originated from the serious consequences of the "Cultural Revolution" on education. Marked by the restoration of the national college entrance examination under the aegis of Deng Xiaoping, the education policy paid attention to the selection of talents and highlighted the value demands of nationalism. From 1999 to 2009, the stage of "quality education" originated from the dilemma of one-sided pursuit of transition rate. Marked by the comprehensive implementation of quality education and the opening of a new round of basic education curriculum reform, the education policy pays attention to the all-round development of students and shows the value orientation of mass doctrine. Since 2010, the stage of "literacy education" originated from the difficult problem of youth growth in the new period. Marked by the educational policy of "establishing morality and building people", the educational policy emphasizes the education of people and highlights the value orientation of humanism.
