【摘要】：正2015年教育部印發(fā)《關(guān)于深入推進(jìn)教育管辦評(píng)分離促進(jìn)政府職能轉(zhuǎn)變的若干意見(jiàn)》,并確定了8個(gè)單位進(jìn)行教育管辦評(píng)分離改革試點(diǎn)。據(jù)筆者最近對(duì)重慶市江津區(qū)等地試點(diǎn)情況的調(diào)研來(lái)看,把握好教育管辦評(píng)"分""合"之度是這項(xiàng)改革能否成功、是否具有借鑒意義的關(guān)鍵。"分"是推進(jìn)教育管辦評(píng)分離改革的著力點(diǎn)。之所以要"分",表面上看是要改變政府管理教育"既當(dāng)領(lǐng)隊(duì),又當(dāng)教練,還當(dāng)裁判"的現(xiàn)象,把"辦"的權(quán)力還給學(xué)校,"評(píng)"的部分權(quán)力給社會(huì),"形成政府依法管理、學(xué)校依法自主
