【摘要】：義務(wù)教育作為基本公共服務(wù)的組成部分,其均等化水平在一定程度上影響著基本公共服務(wù)均等化整體目標(biāo)的實(shí)現(xiàn)。為了推進(jìn)義務(wù)教育均等化的進(jìn)程,筆者以利益主體訴求為視閾,探討實(shí)現(xiàn)義務(wù)教育公共服務(wù)均等化的制度設(shè)計(jì)理路。指出義務(wù)教育公共服務(wù)均等化本質(zhì)上是一種利益重分,重分利益實(shí)際上是對(duì)義務(wù)教育中主體的利益訴求與資源進(jìn)行整合。由于義務(wù)教育中涉及國(guó)家與政府、學(xué)校與教師、學(xué)生及家長(zhǎng)等多元主體及其利益訴求,忽視任一主體的利益訴求都難以實(shí)現(xiàn)真正意義上的義務(wù)教育公共服務(wù)均等化。只有統(tǒng)籌兼顧多元主體的利益訴求,對(duì)其利益沖突進(jìn)行協(xié)調(diào)整合,才能真正實(shí)現(xiàn)義務(wù)教育公共服務(wù)均等化的目標(biāo)。因此,實(shí)現(xiàn)義務(wù)教育公共服務(wù)的均等化須以統(tǒng)籌兼顧為原則,建立健全義務(wù)教育公共服務(wù)的利益表達(dá)制度、財(cái)政轉(zhuǎn)移支付制度和相關(guān)配套保障制度。
[Abstract]:Compulsory education as a component of basic public services, its equalization level to some extent affects the realization of the overall goal of equalization of basic public services. In order to promote the process of equalization of compulsory education, the author discusses the institutional design of equalization of public services in compulsory education from the point of view of the demands of the main body of interest. It is pointed out that the equalization of public service in compulsory education is essentially a kind of benefit redistribution, which is actually the integration of the main body's interest demands and resources in compulsory education. Because the compulsory education involves the country and the government, the school and the teacher, the student and the parent and so on the pluralistic subject and the interest demand, neglects any subject's interest request all cannot realize the true meaning compulsory education public service equalization. The goal of equalization of public services of compulsory education can be realized only when the interests of the multiple subjects are taken into account and the conflicts of interest are coordinated and integrated. Therefore, to realize the equalization of public service of compulsory education, we must take the principle of overall consideration as the principle, establish and perfect the system of interest expression of public service of compulsory education, the system of financial transfer payment and the relevant supporting guarantee system.
