義務(wù)教育師資均衡政策工具的動態(tài)演變

【摘要】:義務(wù)教育師資均衡的實(shí)現(xiàn)是教育走向現(xiàn)代化的重要步驟,選擇適宜的工具是達(dá)到師資均衡的必要保障。自2000年至今,我國在促進(jìn)義務(wù)教育師資均衡政策執(zhí)行過程中經(jīng)歷了鼓勵引導(dǎo)階段、鼓勵與強(qiáng)制雙管齊下階段、強(qiáng)制規(guī)范階段三個階段,在不同階段,政策工具的選擇與運(yùn)用呈現(xiàn)出各自的特色。總體上看,我國義務(wù)教育師資均衡政策工具的選擇受政府意志、政策問題及政策工具本身三種主要因素的影響。未來,在促進(jìn)義務(wù)教育師資均衡政策工具有效使用的路徑探索中,不同的政府層面應(yīng)選擇不同的政策工具組合。
[Abstract]:The realization of the teachers'balance in compulsory education is an important step for the modernization of education, and the selection of appropriate tools is the necessary guarantee to achieve the teachers' balance. Generally speaking, the choice of policy tools for teachers'balance in compulsory education in China is influenced by three main factors: government will, policy problems and policy tools themselves. Different government level should choose different policy tool combination.
