溫州市外來(lái)務(wù)工隨遷子女義務(wù)教育積分制研究

【摘要】:“十三五”時(shí)期,我國(guó)明確提出了要適應(yīng)戶籍制度改革要求,推動(dòng)建立以居住證為主要依據(jù)的隨遷子女入學(xué)政策,有序擴(kuò)大城鎮(zhèn)學(xué)位供給,保障符合條件的隨遷子女都能以公辦學(xué)校為主入學(xué)或政府購(gòu)買服務(wù)的民辦學(xué)校就學(xué)。溫州市積分入學(xué)政策的推廣和實(shí)施,是對(duì)外來(lái)務(wù)工隨遷子女義務(wù)教育改革的新嘗試和思路,是打破戶籍制度壁壘的一種新突破。本文主要運(yùn)用文獻(xiàn)分析法、理論——實(shí)證分析法、問(wèn)卷調(diào)查法及訪談法對(duì)溫州市外來(lái)務(wù)工隨遷子女義務(wù)教育積分制進(jìn)行研究。文章主要從以下三方面著手:一是對(duì)積分制入學(xué)政策的理論論證,通過(guò)基本公共服務(wù)均等化理論論證義務(wù)教育作為基本公共服務(wù)其推行均等化的必要性,運(yùn)用羅爾斯的福利經(jīng)濟(jì)學(xué)論證積分入學(xué)政策的推行能夠提高社會(huì)的整體社會(huì)福利水平,通過(guò)責(zé)任制政府等理論論證政府必須承擔(dān)推行積分入學(xué)政策的責(zé)任,為積分入學(xué)政策的科學(xué)性和適用性提供了理論基礎(chǔ)。二是論證積分制入學(xué)政策推行的現(xiàn)實(shí)基礎(chǔ),通過(guò)問(wèn)卷和訪談的方式對(duì)溫州市外來(lái)務(wù)工隨遷子女的教育現(xiàn)狀進(jìn)行調(diào)查,以數(shù)據(jù)調(diào)查證明外來(lái)務(wù)工隨遷子女主要面臨著入學(xué)難、民辦學(xué)校教學(xué)質(zhì)量低、同城待遇無(wú)法從根本上促進(jìn)教育公平等現(xiàn)狀。證明了溫州市需要積分入學(xué)來(lái)打破原有義務(wù)教育的困境,為溫州市推行積分入學(xué)政策的必要性提供了現(xiàn)實(shí)基礎(chǔ)。三是對(duì)積分入學(xué)政策的研究,從國(guó)家積分制相關(guān)政策入手,了解各地方政府實(shí)施積分制的有效經(jīng)驗(yàn),為完善溫州市積分制政策優(yōu)化提供寶貴經(jīng)驗(yàn)。同時(shí),通過(guò)分析溫州市積分入學(xué)政策的新舉措,得出積分制入學(xué)不再與計(jì)劃生育掛鉤、注重技術(shù)水平和科技創(chuàng)新能力、強(qiáng)調(diào)合法性和穩(wěn)定性是溫州市積分入學(xué)新政策的亮點(diǎn)。研究發(fā)現(xiàn),溫州市積分制入學(xué)政策執(zhí)行中仍舊具有辦理手續(xù)繁雜、政策缺乏普惠性、管理部門和區(qū)域之間缺乏聯(lián)動(dòng)機(jī)制、教育資源供需不平衡等問(wèn)題。針對(duì)以上問(wèn)題,結(jié)合理論研究、政策借鑒和現(xiàn)實(shí)基礎(chǔ)三方面,本文提出了溫州市積分制的優(yōu)化與設(shè)計(jì)。首先,以公平公正和推進(jìn)社會(huì)基本公共服務(wù)均等化作為積分制設(shè)計(jì)的頂層目標(biāo)。其次應(yīng)當(dāng)通過(guò)實(shí)現(xiàn)公平預(yù)設(shè)目標(biāo)人群、建全積分入學(xué)積分指標(biāo)體系、建立信息透明機(jī)制、簡(jiǎn)化申請(qǐng)入學(xué)手續(xù)、增加教育財(cái)政投入、推進(jìn)積分入學(xué)服務(wù)均等化等分目標(biāo)來(lái)實(shí)現(xiàn)積分制在政策設(shè)計(jì)和政策執(zhí)行的優(yōu)化,從而為完善溫州市或類似溫州地區(qū)外來(lái)務(wù)工隨遷子女義務(wù)教育積分制的發(fā)展提供借鑒和指導(dǎo)。
[Abstract]:During the 13th Five-Year Plan period, China clearly proposed to adapt to the requirements of the reform of the household registration system, to promote the establishment of a policy of enrollment of children with emigration based mainly on residence permits, and to expand the supply of degrees in cities and towns in an orderly manner. To ensure that eligible children can be enrolled in public schools or government-purchased private schools. The promotion and implementation of the integral entrance policy in Wenzhou is a new attempt and train of thought in the reform of compulsory education for migrant workers and their children, as well as a new breakthrough in breaking the barriers to the household registration system. This article mainly uses the literature analysis method, the theory-empirical analysis method, the questionnaire survey method and the interview method to carry on the research to the compulsory education integral system of the migrant children in Wenzhou. The article mainly starts from the following three aspects: first, the theoretical argument of the entrance policy of the integral system, and the necessity of implementing equalization of compulsory education as the basic public service through the theory of equalization of basic public services. Using Rawls' welfare economics to prove that the implementation of the integral entrance policy can improve the social welfare level of the whole society, and to demonstrate that the government must bear the responsibility of carrying out the integral entrance policy through the theory of responsibility system government and so on. It provides a theoretical basis for the scientific nature and applicability of the admission policy. The second is to demonstrate the practical basis of the implementation of the point system of admission policy, through questionnaires and interviews to investigate the status quo of migrant children education in Wenzhou, with data survey to prove that migrant workers with the children are mainly faced with difficulties in entering school. The teaching quality of the private schools is low, and the treatment in the same city can not fundamentally promote the education fairness and so on. It is proved that Wenzhou needs integral entrance to break the predicament of compulsory education, which provides a realistic basis for Wenzhou to carry out the policy of integral entrance. The third is to study the point entrance policy, starting with the relevant policies of the national point system, to understand the effective experience of the local governments in implementing the point system, and to provide valuable experience for the improvement of the policy optimization of the point system in Wenzhou. At the same time, through the analysis of the new measures of the integral entrance policy in Wenzhou, it is concluded that the entrance system of the integral system is no longer linked to family planning, and the emphasis is on the technical level and the ability to innovate in science and technology. The emphasis on legitimacy and stability is the highlight of the new policy of integral admission in Wenzhou. It is found that there are still many problems in the implementation of the admission policy in Wenzhou, such as complicated procedures, lack of inclusive policies, lack of linkage mechanism between management departments and regions, imbalance between supply and demand of educational resources, and so on. In view of the above problems, this paper puts forward the optimization and design of the integral system in Wenzhou City, combining with the theoretical research, the policy reference and the practical basis. Firstly, the top goal of the design of the integral system is to promote the equalization of social basic public services. Secondly, we should set up an index system of integral entrance points, establish a transparent information mechanism, simplify the procedures of applying for admission, and increase financial investment in education by realizing fair and preset target population. In order to improve the development of compulsory education system of migrant workers in Wenzhou or similar Wenzhou area, we can realize the optimization of the policy design and policy implementation by promoting the equalization goal of the integral entrance service.
