【摘要】:義務(wù)教育是提升國(guó)民素質(zhì),實(shí)現(xiàn)中國(guó)夢(mèng)的偉大工程。教育能夠?yàn)楫?dāng)?shù)厣鐣?huì)的不間斷發(fā)展提供智力支持和人才支撐。近年來(lái)隨著經(jīng)濟(jì)社會(huì)各項(xiàng)事業(yè)的加速發(fā)展和人民生活水平的不斷提高,地域之間、城鄉(xiāng)之間和群體之間經(jīng)濟(jì)發(fā)展水平的差異愈來(lái)愈明顯。與此同時(shí),地區(qū)、城鄉(xiāng)、校際之間的嚴(yán)重失衡現(xiàn)象也普遍存在于教育領(lǐng)域,特別是在辦學(xué)條件、資金投入、師資力量和教育質(zhì)量上。因此,縮小城鄉(xiāng)差距,推進(jìn)城鄉(xiāng)教育均衡發(fā)展,是我國(guó)教育改革的主旋律,是加快城鎮(zhèn)化建設(shè)的根本保障,是辦好人民滿意教育的必由之路,是實(shí)現(xiàn)偉大中國(guó)夢(mèng)的重要舉措。近十年來(lái),在推進(jìn)義務(wù)教育均衡發(fā)展方面,經(jīng)過(guò)河口區(qū)的不懈努力,有了明顯的提高,并且把追求高質(zhì)量、高水平的均衡作為當(dāng)代教育的新目標(biāo),逐步走出一條獨(dú)具河口區(qū)特色的城鄉(xiāng)教育均衡發(fā)展之路。因此本文選取具體的縣區(qū)作為研究對(duì)象,通過(guò)大量的查閱文獻(xiàn)資料和實(shí)際調(diào)查研究,全面分析了河口區(qū)義務(wù)教育的現(xiàn)狀,以此給我國(guó)其它縣區(qū)的義務(wù)教育均衡發(fā)展給予啟發(fā)。。本文首先介紹了了義務(wù)教育均衡發(fā)展的相關(guān)概念和理論基礎(chǔ),重點(diǎn)從義務(wù)教育均衡發(fā)展的定義、內(nèi)涵、失衡的現(xiàn)狀和原因以及均衡發(fā)展的實(shí)踐意義進(jìn)行詳細(xì)闡述。通過(guò)對(duì)義務(wù)教育階段學(xué)校的實(shí)際調(diào)查和研究的基礎(chǔ)上,分析河口區(qū)義務(wù)教育發(fā)展的現(xiàn)狀,重點(diǎn)分析河口區(qū)義務(wù)教育出現(xiàn)失衡的背景和原因。在此基礎(chǔ)上,以國(guó)外義務(wù)教育均衡發(fā)展比較成功的國(guó)家為例,進(jìn)行深入的分析,如美國(guó)、日本、歐洲等,得出了義務(wù)教育均衡發(fā)展的重要啟示。最后本文立足東營(yíng)市河口區(qū)的教育發(fā)展的現(xiàn)狀,提出河口區(qū)應(yīng)該構(gòu)建義務(wù)教育均衡發(fā)展保障體系,培養(yǎng)優(yōu)良均衡的師資力量和進(jìn)一步改善教學(xué)硬件軟件設(shè)施等建議。本文的創(chuàng)新點(diǎn)在于:對(duì)東營(yíng)市河口區(qū)義務(wù)教育均衡發(fā)展的現(xiàn)狀,問(wèn)題和原因作了比較全面的分析和研究,并根據(jù)相關(guān)理論和國(guó)內(nèi)外可供借鑒的成功經(jīng)驗(yàn)從政府,學(xué)校和社會(huì)等幾個(gè)方面探討了促進(jìn)義務(wù)教育均衡發(fā)展的可供參考的有效途徑。
[Abstract]:Compulsory education is a great project to improve national quality and realize Chinese Dream. Education can provide intellectual support and talent support for the continuous development of local society. In recent years, with the rapid development of economic and social undertakings and the continuous improvement of people's living standards, the difference of economic development level between regions, urban and rural areas and groups is becoming more and more obvious. At the same time, the serious imbalance between the regions, urban and rural areas, and between schools also exists in the field of education, especially in the conditions of running a school, the investment of funds, the strength of teachers and the quality of education. Therefore, narrowing the gap between urban and rural areas and promoting the balanced development of urban and rural education is the main melody of educational reform in China, the fundamental guarantee of speeding up the construction of urbanization, the only way to run a satisfactory education for the people, and an important measure to realize the great Chinese Dream. In the past ten years, in promoting the balanced development of compulsory education, through the unremitting efforts of Hekou District, there has been a marked improvement, and the pursuit of high quality and high level balance has been regarded as the new goal of contemporary education. Step by step out of a unique Hekou District characteristics of urban and rural education balanced development road. Therefore, this paper selects specific counties and districts as the research object, through a lot of literature and actual investigation and research, comprehensively analyzes the current situation of compulsory education in Hekou District, in order to give inspiration to the balanced development of compulsory education in other counties and regions of our country. This paper first introduces the concept and theoretical basis of the balanced development of compulsory education, focusing on the definition of balanced development of compulsory education, connotation, the status quo and reasons of imbalance and the practical significance of balanced development. Based on the investigation and study of the schools in the compulsory education stage, this paper analyzes the present situation of the development of compulsory education in the Hekou area, and emphatically analyzes the background and causes of the imbalance in the compulsory education in the estuary area. On the basis of this, taking the countries with relatively successful balanced development of compulsory education abroad as an example, this paper makes an in-depth analysis, such as the United States, Japan, Europe and so on, and draws the important enlightenment of the balanced development of compulsory education. Finally, based on the present situation of education development in Hekou District of Dongying City, this paper puts forward some suggestions such as constructing a balanced development guarantee system of compulsory education in Hekou District, cultivating excellent and balanced teachers and further improving the teaching hardware and software facilities. The innovation of this paper lies in: the present situation, problems and reasons of the balanced development of compulsory education in Hekou District, Dongying City, are analyzed and studied comprehensively, and according to the relevant theories and successful experiences at home and abroad, the government can draw lessons from the government. This paper probes into some effective ways to promote the balanced development of compulsory education from the aspects of school and society.
