解讀教育“放管服”改革

【摘要】:當(dāng)下,教育"放管服"改革已大刀闊斧地開展,對(duì)其理性解讀有助于推進(jìn)教育治理的法制化、現(xiàn)代化進(jìn)程。"簡(jiǎn)政放權(quán)"的內(nèi)涵要旨在于放權(quán)去冗,政府讓利于民;"放管結(jié)合"意在釋放活力,尊重發(fā)展規(guī)律;"優(yōu)化服務(wù)"重在優(yōu)化供給,提供滿意服務(wù)。教育"放管服"改革的價(jià)值指向概括為:依法治教,綠色發(fā)展,走向善治。在制度經(jīng)濟(jì)分析視域下,教育"放管服"改革的實(shí)質(zhì)是實(shí)現(xiàn)"中間擴(kuò)散型"教育制度變遷、制度優(yōu)化的關(guān)鍵步驟。
[Abstract]:At present, the reform of education management and service has been carried out in a drastic manner, and rational interpretation of it is helpful to promote the legalization and modernization of educational governance. " The intension of simplified administration and decentralization lies in the absences of decentralization, the government gives benefit to the people, the combination of release and management is intended to release vitality and respect the law of development, and the emphasis of "optimizing service" is to optimize supply and provide satisfactory services. The value of education reform is summarized as follows: managing education according to law, developing green and moving towards good governance. From the perspective of institutional economic analysis, the essence of educational reform is the key step to realize the transition and system optimization of "intermediate diffusion" education system.
