【摘要】：在我國經(jīng)濟(jì)形勢步入“新常態(tài)”之際,民辦教育發(fā)展成為了“十三五”期間所面臨的重點(diǎn)和難點(diǎn)。為鼓勵社會力量興辦教育、促進(jìn)民辦教育健康發(fā)展,我國政府出臺了一系列有利于民辦教育的法律法規(guī)文件,明確了民辦教育頂層制度設(shè)計(jì)的方向,其中“民辦學(xué)校分類管理”和“營利性民辦學(xué)校”成為當(dāng)前民辦教育行業(yè)的兩個高頻詞。然而,在過去的一段時間我國部分民辦教育集團(tuán)或集團(tuán)(如南洋教育集團(tuán)、安博教育等)普遍因突發(fā)的財(cái)務(wù)困境和難以解決的財(cái)務(wù)風(fēng)險(xiǎn)致使集團(tuán)或集團(tuán)發(fā)展速度放緩甚至倒閉,而這其中所面臨的財(cái)務(wù)問題不乏包括運(yùn)營資金短缺、財(cái)務(wù)制度混亂、籌資渠道狹窄、投資回報(bào)周期過長等,這些財(cái)務(wù)問題的發(fā)生也直接或間接地加劇了民辦教育集團(tuán)的財(cái)務(wù)運(yùn)營風(fēng)險(xiǎn)。為此,本文從集團(tuán)財(cái)務(wù)風(fēng)險(xiǎn)預(yù)警角度出發(fā),在參考有關(guān)文獻(xiàn)的研究基礎(chǔ)上運(yùn)用指標(biāo)分析法對JH民辦教育集團(tuán)財(cái)務(wù)風(fēng)險(xiǎn)預(yù)警進(jìn)行了一系列的理論闡述和財(cái)務(wù)指標(biāo)分析。從分析和研究的結(jié)果來看,第一,重點(diǎn)防范集團(tuán)建設(shè)期初及成長期經(jīng)營風(fēng)險(xiǎn)。第二,應(yīng)進(jìn)一步擴(kuò)寬集團(tuán)投資渠道,實(shí)現(xiàn)多元化投資。第三,應(yīng)進(jìn)一步拓寬民辦教育集團(tuán)籌資渠道,實(shí)現(xiàn)多元化籌。第四,以現(xiàn)金流為主的財(cái)務(wù)風(fēng)險(xiǎn)預(yù)警模型對民辦教育集團(tuán)較為適用。
[Abstract]:As China's economic situation enters the "new normal", the development of private education has become an important and difficult point in the period of the 13th Five-Year Plan. In order to encourage social forces to set up education and promote the healthy development of private education, The Chinese government has issued a series of legal and regulatory documents in favor of private education, which clearly defines the direction of designing the top-level system of private education. Among them, "classified management of private schools" and "for-profit private schools" have become two high-frequency words in the field of private education. However, in the past period, some private education groups or groups (such as Nanyang Education Group) in China, Amber Education, etc.) the sudden financial difficulties and the difficult financial risks cause the development of the group or group to slow down or even close down, and the financial problems faced by them include the shortage of operating capital and the chaos of the financial system. The financing channel is narrow, the investment return period is too long, these financial problems also directly or indirectly aggravate the financial operation risk of the private education group. Therefore, this paper sets out from the group financial risk early warning angle, On the basis of reference to relevant literature, this paper makes a series of theoretical exposition and financial index analysis on financial risk early warning of JH private education group by means of index analysis. The results of the analysis and research are as follows: first, Second, we should further broaden the investment channels of the group and realize diversified investment. Third, we should further broaden the channels for private education groups to raise funds and realize diversification. Fourth, Cash flow-based financial risk warning model is more suitable for private education groups.
