【摘要】：鄉(xiāng)鎮(zhèn)中心校的"規(guī)定職能"側(cè)重于教育教學(xué)指導(dǎo),但政府"一刀切"的改革措施卻加劇了鄉(xiāng)鎮(zhèn)教育管理的復(fù)雜性。鄉(xiāng)鎮(zhèn)中心校在擔(dān)負(fù)"規(guī)定職能"的同時,不得不履行部分行政和服務(wù)等"附加職能"。在現(xiàn)有鄉(xiāng)鎮(zhèn)教育管理體制下,鄉(xiāng)鎮(zhèn)中心校面臨著地方政府管理缺位、自身權(quán)責(zé)不對等、人員臃腫、經(jīng)費短缺等困境。鄉(xiāng)鎮(zhèn)中心校的改革出路在于:一是適當(dāng)下移縣級教育管理權(quán),推動鄉(xiāng)鎮(zhèn)中心校機構(gòu)獨立;二是積極探索靈活多樣的鄉(xiāng)鎮(zhèn)教育管理模式;三是努力發(fā)揮鄉(xiāng)鎮(zhèn)中心校的指導(dǎo)作用,科學(xué)規(guī)劃鄉(xiāng)鎮(zhèn)教育發(fā)展的布局。
[Abstract]:The "prescribed function" of the township central school focuses on the guidance of education and teaching, but the government's "one-size-fits-all" reform measures aggravate the complexity of the township education management. Under the existing township education management system, township central schools are faced with the absence of local government management, their own powers and responsibilities are not equal, and their personnel are bloated. The way out for the reform of township central schools lies in the following aspects: one is to move down the right of educational management at the county level properly, and the other is to promote the independence of township central school institutions, and actively explore the flexible and diverse mode of education management in villages and towns. Third, make great efforts to play the guiding role of township central schools, and scientifically plan the layout of township education development.
