舟山群島新區(qū)外來務(wù)工人員子女義務(wù)教育管理研究

【摘要】:隨著我國社會主義市場經(jīng)濟的建立和城市化進(jìn)程的加快,人口流動呈現(xiàn)由農(nóng)村向城市以外來務(wù)工人員為主的大規(guī)模遷移現(xiàn)象,這種社會轉(zhuǎn)型過程中必然產(chǎn)生的經(jīng)濟社會現(xiàn)象在較長一段時間內(nèi)將長期存在,由此帶來的外來務(wù)工人員子女教育管理問題逐步凸顯。隨著浙江舟山群島新區(qū)的大開發(fā)大開放、大建設(shè)大發(fā)展,外來務(wù)工人員及其隨遷子女的規(guī)模正與日俱增。目前舟山群島新區(qū)外來務(wù)工人員隨遷子女已達(dá)17285人,其中在小學(xué)就讀13449人,在初中就讀3836人,占全市中小學(xué)生總數(shù)的25.8%。做好群島新區(qū)外來務(wù)工人員子女的義務(wù)教育管理工作,是貫徹落實黨的十八大精神、促進(jìn)教育公平的內(nèi)在要求,也是加快浙江舟山群島新區(qū)建設(shè),維護(hù)新區(qū)和諧穩(wěn)定健康發(fā)展,促進(jìn)新區(qū)人口有序集聚,建立與新區(qū)經(jīng)濟社會發(fā)展相適應(yīng)的教育服務(wù)機制的現(xiàn)實需要。 本文在深入調(diào)查研究當(dāng)前群島新區(qū)相關(guān)政策和基本現(xiàn)狀的基礎(chǔ)上,通過文獻(xiàn)研究、問卷調(diào)查、實地訪談等研究方法,從教育管理理念、管理政策、管理模式和途徑、管理成效四方面分析并研究了目前舟山群島新區(qū)外來務(wù)工人員子女義務(wù)教育管理的現(xiàn)狀,揭示了存在的主要問題,并對問題產(chǎn)生的原因進(jìn)行分析,提出了完善群島新區(qū)外來務(wù)工人員子女義務(wù)教育管理的對策。本文共分為五章,第一章為緒論,介紹論文研究背景和意義,對國內(nèi)外研究現(xiàn)狀進(jìn)行分析,并得出結(jié)論;第二章介紹外來務(wù)工人員子女義務(wù)教育管理的相關(guān)概念及理論基礎(chǔ);第三章通過對舟山群島新區(qū)外來務(wù)工人員子女義務(wù)教育管理的現(xiàn)狀、存在問題的研究,深入剖析問題產(chǎn)生的原因;第四章著重研究西方發(fā)達(dá)國家和國內(nèi)上海、溫州、張家港等城市的外來務(wù)工人員子女義務(wù)教育管理模式及主要做法,并分析了對舟山群島新區(qū)的啟示和經(jīng)驗借鑒;第五章從提高思想認(rèn)識、創(chuàng)新管理理念、加大財政投入、健全管理機制等四方面提出對策,以進(jìn)一步提高新區(qū)外來務(wù)工人員子女義務(wù)教育的管理水平。
[Abstract]:With the establishment of the socialist market economy and the acceleration of the urbanization process, the migration of the population from rural to urban areas is dominated by migrant workers. In the process of social transformation, the economic and social phenomenon will exist for a long period of time, and the problems of education and management of migrant workers' children will be gradually highlighted. With the development and development of Zhoushan archipelago, the scale of migrant workers and their children is increasing day by day. At present, the number of migrant workers in Zhoushan Islands New District has reached 17285, including 13449 in primary schools and 3836 in junior high schools, accounting for 25.8 percent of the total number of primary and middle school students in the city. To do a good job in the management of compulsory education for the children of migrant workers in the New Islands New area is to carry out the spirit of the 18th National Congress of the Party and to promote the inherent requirements of education fairness. It is also to speed up the construction of the new area in Zhoushan Islands, Zhejiang Province, and to maintain the harmonious, stable and healthy development of the new district. It is necessary to promote the orderly population agglomeration in the new area and to establish the educational service mechanism suitable for the economic and social development of the new area. On the basis of in-depth investigation and study of the relevant policies and basic status of the new archipelagic area, this paper, through literature research, questionnaire survey, field interviews and other research methods, from the educational management concept, management policy, management model and approach, This paper analyzes and studies the present situation of compulsory education management of migrant workers' children in Zhoushan Islands New District in four aspects, reveals the main problems, and analyzes the causes of the problems. This paper puts forward the countermeasures to improve the compulsory education management of migrant workers' children in the new area of the Islands. This paper is divided into five chapters, the first chapter is the introduction, introduces the research background and significance of the paper, analyzes the current research situation at home and abroad, and draws a conclusion; the second chapter introduces the related concepts and theoretical basis of the compulsory education management of migrant workers' children; The third chapter through the Zhoushan Islands New District migrant worker children compulsory education management status quo, existing problems, in-depth analysis of the causes of the problem; The fourth chapter focuses on the western developed countries and domestic Shanghai, Wenzhou, Zhangjiagang and other cities of migrant workers children compulsory education management model and main practices, and analyzed the new Zhoushan archipelago enlightenment and experience; The fifth chapter puts forward the countermeasures from four aspects, such as improving the ideological understanding, innovating the management idea, increasing the financial investment and perfecting the management mechanism, so as to further improve the management level of compulsory education for the children of migrant workers in the new district.
