基于人口流動(dòng)的湖北省農(nóng)村義務(wù)教育資源配置研究

【摘要】: 近年來,隨著我國經(jīng)濟(jì)的迅猛發(fā)展特別是城鎮(zhèn)化進(jìn)程的加快,農(nóng)村人口向城鎮(zhèn)轉(zhuǎn)移的速度呈現(xiàn)逐年加快的趨勢。農(nóng)村人口的遷移,造成教育需求特別是義務(wù)教育需求的區(qū)域波動(dòng),進(jìn)而需要對(duì)農(nóng)村義務(wù)教育資源配置進(jìn)行調(diào)整。論文以經(jīng)濟(jì)學(xué)包括區(qū)域經(jīng)濟(jì)學(xué)和產(chǎn)業(yè)經(jīng)濟(jì)學(xué)、產(chǎn)權(quán)經(jīng)濟(jì)學(xué)和教育經(jīng)濟(jì)學(xué)關(guān)于資源配置的理論為基礎(chǔ),以義務(wù)教育產(chǎn)品的性質(zhì)及其資源配置方式為依據(jù),綜合運(yùn)用規(guī)范研究方法和實(shí)證研究方法對(duì)基于人口流動(dòng)背景下的湖北省農(nóng)村義務(wù)教育資源配置的相關(guān)問題進(jìn)行了分析和探討。 論文認(rèn)為,義務(wù)教育是國家依照法律規(guī)定對(duì)適齡兒童、少年實(shí)施一定年限的強(qiáng)迫教育、免費(fèi)教育和普及教育。義務(wù)教育從應(yīng)然的層面來說是純公共品,而從實(shí)然的層面來說,是地方性公共品。教育產(chǎn)權(quán)理論、規(guī)模經(jīng)濟(jì)和范圍經(jīng)濟(jì)理論是義務(wù)教育資源配置的理論基礎(chǔ)。義務(wù)教育資源配置的原則應(yīng)該是“公平優(yōu)先、兼顧效率”。義務(wù)教育資源配置效率評(píng)判的標(biāo)準(zhǔn)應(yīng)該是在公平優(yōu)先的前提下,以規(guī)模經(jīng)濟(jì)和范圍經(jīng)濟(jì)理論為基礎(chǔ),實(shí)現(xiàn)教育資源配置的帕累托最優(yōu)和效益最大化。義務(wù)教育的公共品屬性決定了其產(chǎn)權(quán)界定應(yīng)該是國有產(chǎn)權(quán),因而義務(wù)教育應(yīng)該也只能由國家通過財(cái)政和稅收等手段,為所有適齡兒童提供,資源由政府來進(jìn)行配置。 除了區(qū)位條件、自然環(huán)境、經(jīng)濟(jì)社會(huì)基礎(chǔ)等因素外,人口特別是人口流動(dòng)對(duì)義務(wù)教育的資源配置也有著重要的影響。農(nóng)村人口的流動(dòng),一方面為我國實(shí)現(xiàn)全面普及農(nóng)村義務(wù)教育和提高農(nóng)村義務(wù)教育質(zhì)量提供了機(jī)遇:另一方面直接影響著農(nóng)村義務(wù)教育的人力、財(cái)力和物力的配置,并且隨著城鎮(zhèn)化進(jìn)程的加快,也必然對(duì)城鎮(zhèn)義務(wù)教育資源配置產(chǎn)生強(qiáng)大的沖擊。 實(shí)施農(nóng)村義務(wù)教育保障機(jī)制以來,湖北省的農(nóng)村義務(wù)教育得到了較大的發(fā)展,與全國的農(nóng)村義務(wù)教育和湖北省城鎮(zhèn)義務(wù)教育發(fā)展水平的差距有所縮小。但是,湖北省農(nóng)村義務(wù)教育資源配置與全國和湖北省城鎮(zhèn)水平的差距還十分明顯,這也成為制約湖北省農(nóng)村義務(wù)教育乃至整個(gè)義務(wù)教育穩(wěn)固發(fā)展的最大障礙。隨著城鎮(zhèn)化進(jìn)程的加快,湖北省農(nóng)村義務(wù)教育適齡人口在2005——2010年總體上呈現(xiàn)下降的態(tài)勢,但自2009年以后適齡人口的變動(dòng)將趨于平穩(wěn),這為實(shí)現(xiàn)全免費(fèi)的、高質(zhì)量的農(nóng)村義務(wù)教育提供了良好的外部環(huán)境和條件;但農(nóng)村義務(wù)教育原有的底子薄,教師素質(zhì)較低且結(jié)構(gòu)性缺編、教育經(jīng)費(fèi)短缺比較嚴(yán)重等問題的存在,需要包括中央在內(nèi)的各級(jí)政府進(jìn)一步加大對(duì)農(nóng)村義務(wù)教育的投入,同時(shí)要通過寄宿制等調(diào)整農(nóng)村中小學(xué)布局,提高規(guī)模效益;通過實(shí)施免費(fèi)培訓(xùn)、鼓勵(lì)優(yōu)質(zhì)教師流動(dòng)、信息化建設(shè)等措施提升農(nóng)村中小學(xué)教師及管理隊(duì)伍的整體素質(zhì),鞏固提高教育質(zhì)量;通過舉辦農(nóng)民文化技術(shù)培訓(xùn)、教師增加授課門數(shù)等提高農(nóng)村義務(wù)教育資源配置的內(nèi)部效率。
