【摘要】: 自古以來,人們對于社會問題的研究都在致力于揭示、理解并試圖改善人類環(huán)境的缺陷。本研究也承襲了這種研究傳統(tǒng),通過施惠于千家萬戶的公共教育財政政策的規(guī)范評估,進(jìn)一步確定公共教育財政政策的價值所在,從而促進(jìn)政策的延續(xù)、更新或終結(jié),以提高政策質(zhì)量和效果。其目的也在于達(dá)到改善人們接受公共教育資源的環(huán)境,通過合理有效的公共教育資源配置達(dá)到提高個體和社會福利的目的。 公共教育財政政策作為我國公共教育發(fā)展的財力保障措施,隨著我國市場經(jīng)濟(jì)改革的不斷深入,幾經(jīng)變遷,起伏跌宕,每一次變革都牽扯到億萬民眾的切身利益,因此對于我國公共教育財政政策的評估研究無疑也是一項富有挑戰(zhàn)性的工作。本研究在歸納國內(nèi)外有關(guān)研究文獻(xiàn)的基礎(chǔ)上,結(jié)合我國的國情,從公共財政和公共管理的視角,應(yīng)用政策科學(xué)的理論把公共教育財政政策評估作為一種有效的監(jiān)管措施,并初步規(guī)范與構(gòu)建了我國公共教育財政政策評估的標(biāo)準(zhǔn)、指標(biāo)體系和評估模式,試圖通過價值規(guī)范的力量,充分發(fā)揮政策評估的指導(dǎo)功能,切實實現(xiàn)我國公共教育財政政策的優(yōu)化。其主要內(nèi)容如下: 一、基于本研究選題的背景,理論價值和現(xiàn)實意義的闡述以及對以往的研究進(jìn)行認(rèn)真、仔細(xì)的梳理,介紹本研究的基本內(nèi)容、研究方法、研究的創(chuàng)新與不足。 二、以公共經(jīng)濟(jì)學(xué)理論中的公共財政理論和公共產(chǎn)品理論研究為前提,提取了新公共管理理論中的保證績效、控制和責(zé)任制的核心價值,并以其中公共委托代理理論和績效管理理論為導(dǎo)向,闡述了公共教育財政政策評估的必要性和緊迫性,最后以政策科學(xué)理論的視角建構(gòu)了我國公共教育財政政策評估的邏輯結(jié)構(gòu)。 三、對我國公共教育財政政策評估因素進(jìn)行了細(xì)致的分析。界定了評估主體、標(biāo)準(zhǔn)和方法,明晰了進(jìn)一步深入研究的脈絡(luò)。 四、對我國公共教育財政政策評估模式的規(guī)范設(shè)計和建構(gòu)。嘗試運用公共政策評估的理論和實踐構(gòu)建我國公共教育財政政策評估的基本模式框架。 五、選取了具有典型意義的美、法、韓三國,重點對三國的公共教育財政政策及其評估現(xiàn)狀進(jìn)行了比較分析,以期從中汲取對我國公共教育財政政策評估的經(jīng)驗和啟示。 六、主要是運用已構(gòu)建的公共教育財政政策評估模式對我國公共教育財政政策運行中案例的進(jìn)行實證檢驗。本部分通過對高等教育收費政策進(jìn)行了嘗試性的評估,期望使高等教育收費政策得到進(jìn)一步的優(yōu)化。 七、結(jié)合我國公共教育財政政策的現(xiàn)狀對我國公共教育財政政策評估制度的設(shè)立提供了一些具有建設(shè)性的思考。 本研究的主要貢獻(xiàn)在于通過規(guī)范分析提供了一個評價公共教育財政政策評估的框架來預(yù)測和規(guī)避公共教育財政政策中深層次的問題,并基于我國的教育實際初步構(gòu)建了一套公共教育財政政策的評估模式。為社會公眾監(jiān)督提供了信息通道,也為提高公共教育資源配置效率提供了信息基礎(chǔ)和方法論的導(dǎo)向,具有很強的實踐性和應(yīng)用性。
[Abstract]:Since ancient times, people study on social problems are committed to reveal, understand and try to improve the defects of the human environment. This study also inherited this research tradition, through thousands of households on the public education financial policy evaluation criteria, to further determine the public education financial policy value, so as to promote the continuation of the policy, update or the end, in order to improve the quality and effect of the policy. Its purpose is to improve the environment of public educational resources, through reasonable and effective distribution of public education resources to improve individual and social welfare.
Public education financial policy as a financial guarantee measures for the development of public education in China, as China's market economy and the deepening of the reform, several changes, ups and downs, every change involves the vital interests of hundreds of millions of people, so for the evaluation of Chinese public education financial policy is a challenging work this study. Based on summing up the relevant research literature at home and abroad, combined with China's national conditions, from the perspective of public finance and public management, application of policy science theory of the public education financial policy evaluation as a kind of effective regulatory measures and preliminary norms and construct Chinese public education financial policy evaluation standard. The index system and evaluation model, attempts to value the strength of norms, give full play to the guiding function of policy evaluation, to realize the optimization of national public education financial policy. The main contents are as follows:
First, based on the background, theoretical value and practical significance of this topic, and carefully and carefully combing the past research, we introduce the basic content, research methods, research and innovation of this research.
Two, based on the theory of public economics public finance theory and the theory of public goods as the premise, from the new public management theory in the performance guarantee, the core value of control and accountability, and to the public principal-agent theory and performance management theory, this paper expounds the necessity of the public education financial policy evaluation and pressing finally, from the view of policy science theory to construct the logical structure of Chinese public education financial policy evaluation.
Three, we made a detailed analysis of the evaluation factors of China's public education fiscal policy, defined the evaluation subjects, standards and methods, and clarified the context of further research.
Four, we should standardize the design and construction of the evaluation mode of public education fiscal policy in China. We try to use the theory and practice of public policy evaluation to build the basic mode framework of public education fiscal policy evaluation in China.
Five, select the typical US, France and South Korea, focusing on the three countries' public education fiscal policy and the current situation of their evaluation.
Six, is the main use of public education financial policy evaluation model has been constructed for the case of public education financial policy in the empirical test. Through this part of the higher education charge policy for a tentative assessment, expect to make the higher education charge policy has been optimized further.
Seven, it provides some constructive thinking on the establishment of public education financial policy evaluation system in China according to the current situation of public education fiscal policy in China.
The main contribution of this study lies in that it provides an evaluation frame on the public education financial policy to predict and avoid the deep-seated problems of public education financial policy, and education reality of our country constructs a set of evaluation model of public education financial policy assessment based on. Provide information for the public supervision also, provides the information basis and methodological guidance for improving public education resources allocation efficiency, has strong practicality and applicability.
