管辦評分離背景下基礎(chǔ)教育協(xié)同治理機制研究

【摘要】:管辦評分離背景下,協(xié)同治理是基礎(chǔ)教育治理的模式選擇。在管辦評分離改革中基礎(chǔ)教育領(lǐng)域要形成政府、學(xué)校和社會的新型協(xié)同關(guān)系,實現(xiàn)基礎(chǔ)教育協(xié)同治理;A(chǔ)教育協(xié)同治理由于激勵機制、協(xié)商機制和責(zé)任機制缺失,在實踐中面臨協(xié)同不足的困境;诠苻k評分離構(gòu)建基礎(chǔ)教育協(xié)同治理機制,應(yīng)建立主體合作機制、完善能力提升機制和改進績效問責(zé)機制。
[Abstract]:Under the background of separation of management and evaluation, collaborative governance is the mode choice of basic education governance. In the reform of the separation of management and evaluation, the field of basic education should form a new synergetic relationship among the government, schools and society, so as to realize the cooperative governance of basic education. Because of the lack of incentive mechanism, consultation mechanism and responsibility mechanism, the cooperative governance of basic education is faced with the dilemma of insufficient coordination in practice. In order to construct the cooperative governance mechanism of basic education based on the separation of management and evaluation, we should establish the main body cooperation mechanism, improve the capacity improvement mechanism and improve the performance accountability mechanism.
