長白山保護開發(fā)區(qū)中小學教師隊伍建設(shè)研究

【摘要】:教師是立教之本、興教之源,擔負著每個青少年茁壯成長和未來發(fā)展的重任。高素質(zhì)、專業(yè)化、均衡化、規(guī)范化的師資隊伍,是高質(zhì)量教育的重要保障。長白山管委會成立以來,不斷加大對教育事業(yè)的投入力度,全區(qū)的辦學條件明顯改善,中小學布局調(diào)整基本到位。但是教育基礎(chǔ)落后,歷史欠賬多、師資力量薄弱、教師隊伍老化、優(yōu)質(zhì)生源流失等問題還是存在。教育發(fā)展不均衡、結(jié)構(gòu)不合理,還不能有效適應當前和未來長白山特色城鎮(zhèn)化建設(shè)和國際化總體需求,同吉林省其它地區(qū)相比還有很大的差距。隨著大長白山的形成,以及新型城鎮(zhèn)化建設(shè)試點市的執(zhí)行,建設(shè)高素質(zhì)的教師隊伍,培養(yǎng)出大量優(yōu)秀的教師和新一代教育專家的問題,是長白山教育發(fā)展面臨的全新研究課題。本研究著力從區(qū)域性義務(wù)教育均衡發(fā)展的高度,綜合運用文獻法、問卷法、訪談法對長白山地區(qū)中小學教師隊伍建設(shè)現(xiàn)狀進行描述分析。調(diào)查了目前長白山中小學教師隊伍建設(shè)主要措施、學歷結(jié)構(gòu)、職稱結(jié)構(gòu)、性別結(jié)構(gòu)、年齡結(jié)構(gòu)、骨干教師隊伍建設(shè)、教師編制情況、教師的培訓狀況。分析出了長白山中小學教師隊伍存在結(jié)構(gòu)不合理,人員總量與編制之間的矛盾;教師業(yè)務(wù)素質(zhì)水平不高、觀念落后、原始學歷與科研能力偏低;專業(yè)教師隊伍數(shù)量不足,職稱制度不完善,教師敬業(yè)精神和教師的積極性不高;教師培訓機制模式創(chuàng)新不強:校長教師校際間輪崗交流制度不完善等問題。提出了抓住長白山旅游發(fā)展和城鎮(zhèn)化建設(shè)戰(zhàn)略的機遇;創(chuàng)新教師人事編制管理,建立長效的用人機制,消除職業(yè)倦怠影響;嚴把教師入口關(guān),建立并執(zhí)行嚴格的教師準入制度;加強教師流動,建立和完善區(qū)域內(nèi)校長教師合理流動機制;進一步深化教師職稱制度改革,提高教師工作積極性;加強教師的培訓與繼續(xù)教育工作,提高培訓實效,全面提升教師業(yè)務(wù)水平;完善各類保障等對策。期望能對與長白山類似的林區(qū)和邊遠地區(qū)的基礎(chǔ)教育和教師隊伍發(fā)展有所幫助,形成以林區(qū)特色教育為主的可推廣、可參考的發(fā)展路徑與模式。
[Abstract]:The teacher is the foundation of establishing education, the source of reviving education, and takes on the important task of every teenager to thrive and develop in the future. High-quality, professional, balanced and standardized teaching staff is an important guarantee of high-quality education. Since the establishment of the Changbai Mountain Administrative Committee, the investment in education has been continuously increased, the conditions of running schools in the whole region have been obviously improved, and the layout of primary and secondary schools has been adjusted basically in place. However, some problems still exist, such as backward education foundation, much history debt, weak teachers, aging teachers, loss of high-quality students and so on. The development of education is unbalanced and the structure is unreasonable. It can not meet the needs of urbanization construction and internationalization of Changbai Mountain at present and in the future. Compared with other areas of Jilin Province, there is still a big gap between the present and future urbanization construction and internationalization of Changbai Mountain. With the formation of the Great Changbai Mountain and the implementation of the pilot city of the new type of urbanization construction, the construction of a high-quality contingent of teachers and the cultivation of a large number of excellent teachers and new generation of education experts is a new research subject facing the development of education in Changbai Mountain. This research focuses on the balanced development of regional compulsory education, comprehensive use of literature, questionnaire, interview method to describe and analyze the current situation of the construction of primary and secondary school teachers in Changbai Mountain area. This paper investigates the main measures for the construction of primary and secondary school teachers in Changbai Mountain, including the structure of academic background, the structure of professional title, the structure of sex, the structure of age, the construction of backbone teachers, the establishment of teachers, and the training situation of teachers. This paper analyzes the unreasonable structure of the primary and secondary school teachers in Changbai Mountain, the contradiction between the total number of teachers and the establishment, the low level of teachers' professional quality, the backward concept, the low original academic background and the low scientific research ability. The number of professional teachers is insufficient, the system of professional title is not perfect, the spirit of teachers' dedication and teachers' enthusiasm are not high, the innovation of teacher training mechanism is not strong, and the system of inter-school exchange between principals and teachers is not perfect and so on. This paper puts forward the opportunity to seize the strategy of tourism development and urbanization in Changbai Mountain, innovate the management of teachers' personnel establishment, establish a long-term employment mechanism, eliminate the influence of job burnout, strictly control the entrance of teachers, establish and implement strict access system for teachers, and set up and implement the strict access system for teachers. Strengthen the flow of teachers, establish and improve the rational flow mechanism of principals and teachers in the region, further deepen the reform of the professional title system of teachers, and improve the enthusiasm of teachers in their work. Strengthen the training and continuing education of teachers, improve the effectiveness of training, improve the professional level of teachers in an all-round way, perfect all kinds of guarantees and other countermeasures. It is expected to be helpful to the development of basic education and teachers in forest areas and remote areas similar to Changbai Mountain, and to form a development path and mode which can be popularized and referenced mainly by the characteristic education in forest areas.
