高考表現(xiàn)與教育經(jīng)費(fèi)投入:問責(zé)制度下公立高中的“績效撥款”現(xiàn)象

【摘要】:本文利用寧夏自治區(qū)2001-2008年學(xué)生高考數(shù)據(jù)和區(qū)縣教育經(jīng)費(fèi)數(shù)據(jù),采用準(zhǔn)實(shí)驗(yàn)思路下的動(dòng)態(tài)面板模型,分析了高考表現(xiàn)與教育經(jīng)費(fèi)投入之間的關(guān)系,發(fā)現(xiàn)在地方公立高中存在按高考表現(xiàn)績效撥款的證據(jù)。研究表明,一本率和考上頂尖大學(xué)學(xué)生數(shù)量是教育部門分配資源時(shí)重點(diǎn)考慮的指標(biāo),而二本率和高考標(biāo)準(zhǔn)化成績平均分對經(jīng)費(fèi)投入影響不顯著;高考的收入影響表現(xiàn)在事業(yè)費(fèi)撥款的增加和其它撥款的減少上,額外增加的支出主要用于公用經(jīng)費(fèi)支出而非人員經(jīng)費(fèi)支出;教育支出的增加對于提高一本率和高考標(biāo)準(zhǔn)化成績平均分有積極作用,但對于增加進(jìn)入頂尖大學(xué)的學(xué)生數(shù)量以及提高二本率并無幫助。本文的研究發(fā)現(xiàn)對基礎(chǔ)教育投入的績效問責(zé)有重要的政策意義。
[Abstract]:Based on the data of college entrance examination of students from 2001 to 2008 in Ningxia Autonomous region and the data of education expenditure in districts and counties, this paper analyzes the relationship between the performance of college entrance examination and the input of educational funds by using the dynamic panel model of quasi-experimental thinking. Found that in local public high schools there is performance by the performance of the college entrance examination funding evidence. The study shows that the rate of one copy and the number of students admitted to top universities are the important indicators to be considered in the allocation of resources in education departments, while the ratio of two copies and the average score of standardized scores of college entrance examination have no significant effect on the investment of funds. The income impact of the college entrance examination is reflected in the increase of the allocation of operating expenses and the decrease of other allocations, and the additional expenditure is mainly used for public expenditure rather than personnel expenditure; The increase in education expenditure has a positive effect on raising the rate of one copy and the average score of standardized scores in the college entrance examination, but it does not help to increase the number of students entering the top universities and the rate of two copies. The research in this paper finds that the performance accountability of basic education investment has important policy significance.
