河北省中小學(xué)校長(zhǎng)培訓(xùn)的問(wèn)題與對(duì)策研究

【摘要】:20世紀(jì)90年代,我國(guó)開(kāi)始進(jìn)行大規(guī)模、正規(guī)化的中小學(xué)校長(zhǎng)培訓(xùn)。隨著國(guó)家對(duì)中小學(xué)校長(zhǎng)培訓(xùn)的關(guān)注和支持,河北省的中小學(xué)校長(zhǎng)培訓(xùn)取得了一些成績(jī),培訓(xùn)制度也不斷完善,但是仍然存在一些問(wèn)題。為進(jìn)一步推進(jìn)教育創(chuàng)新、深化基礎(chǔ)教育改革,全面實(shí)施素質(zhì)教育,這需要校長(zhǎng)培訓(xùn)者和實(shí)踐者不斷努力,為中小學(xué)校長(zhǎng)培訓(xùn)提供改進(jìn)措施、完善培訓(xùn)機(jī)制,增強(qiáng)河北省中小學(xué)校長(zhǎng)培訓(xùn)的有效性。研究主要內(nèi)容包括通過(guò)對(duì)河北省中小學(xué)校長(zhǎng)培訓(xùn)現(xiàn)狀進(jìn)行調(diào)查和訪談,發(fā)現(xiàn)河北省中小學(xué)校長(zhǎng)培訓(xùn)面臨著目標(biāo)尤顯簡(jiǎn)略、培訓(xùn)方式略為單調(diào)、培訓(xùn)經(jīng)費(fèi)不足、培訓(xùn)效果評(píng)估體系不甚健全等問(wèn)題。在中小學(xué)校長(zhǎng)培訓(xùn)相關(guān)理論指導(dǎo)下,結(jié)合河北省中小學(xué)校長(zhǎng)培訓(xùn)現(xiàn)狀,分析導(dǎo)致現(xiàn)狀的主要原因是培訓(xùn)理念更新較慢、培訓(xùn)管理體制不健全和培訓(xùn)保障機(jī)制相對(duì)薄弱,進(jìn)而提出相應(yīng)的解決措施:從樹(shù)立校長(zhǎng)培訓(xùn)是基礎(chǔ)性建設(shè)的培訓(xùn)理念、提升校長(zhǎng)綜合素質(zhì)的培訓(xùn)理念、樹(shù)立校長(zhǎng)自我培訓(xùn)和自我提高的培訓(xùn)理念三大方面更新培訓(xùn)理念;從加大培訓(xùn)經(jīng)費(fèi)力度、建立培訓(xùn)前調(diào)查體系、完善評(píng)估體系三方面建立更加完善的保障機(jī)制;調(diào)整中小學(xué)校長(zhǎng)培訓(xùn)體系,使培訓(xùn)規(guī)范更加標(biāo)準(zhǔn)化、培訓(xùn)銜接更加連續(xù)化、培訓(xùn)結(jié)構(gòu)更加系統(tǒng)化;豐富培訓(xùn)內(nèi)容和培訓(xùn)形式。本文的研究豐富了中小學(xué)校長(zhǎng)培訓(xùn)的理論依據(jù),針對(duì)河北省中小學(xué)校長(zhǎng)培訓(xùn)面臨的問(wèn)題提出改進(jìn)措施,對(duì)中小學(xué)校長(zhǎng)培訓(xùn)的持續(xù)健康發(fā)展、教育改革和素質(zhì)教育的實(shí)施具有促進(jìn)作用。
[Abstract]:In the 1990 s, China began to train large-scale, regular primary and secondary school principals. With the attention and support of the state to the training of primary and middle school principals, Hebei Province has made some achievements in the training of primary and secondary school principals, and the training system has been continuously improved, but there are still some problems. In order to further promote educational innovation, deepen the reform of basic education, and implement quality-oriented education in an all-round way, it is necessary for principals' trainers and practitioners to make continuous efforts to provide improvement measures and perfect training mechanisms for primary and secondary school principals' training. Enhance the effectiveness of primary and secondary school principals training in Hebei Province. The main contents of the study include the investigation and interview of the current situation of the headmasters training in primary and middle schools in Hebei Province. It is found that the training of primary and secondary school principals in Hebei Province is faced with a very simple goal, the training method is monotonous, and the training funds are insufficient. The evaluation system of training effect is not perfect and so on. Under the guidance of relevant theories of primary and secondary school principals' training, combined with the present situation of primary and secondary school principals' training in Hebei Province, this paper analyzes the main reasons leading to the present situation are the slow updating of training concepts, the imperfect training management system and the relatively weak training guarantee mechanism. Then the corresponding measures are put forward: to renew the training idea from three aspects: establishing the training idea that the principal training is the basic construction, promoting the principal's comprehensive quality, setting up the principal's self-training and the self-improvement training idea; From the aspects of increasing training funds, establishing a pre-training investigation system, perfecting the evaluation system, establishing a more perfect safeguard mechanism, adjusting the training system of primary and secondary school principals, making the training norms more standardized, and linking up the training more continuously, Training structure is more systematic; enrich training content and training form. The research in this paper enriches the theoretical basis for the training of primary and secondary school principals, and puts forward some improvement measures for the problems facing the training of primary and secondary school principals in Hebei Province, so as to improve the sustainable and healthy development of the training of primary and secondary school principals. The reform of education and the implementation of quality education have a promoting effect.
