中小學內部治理結構變革的路徑依賴與突破

【摘要】:學校內部治理結構的完善有利于促進教育內涵發(fā)展。學校內部治理結構在演進的過程中表現(xiàn)出較強的路徑依賴,出于成本的考量、已有配套制度體系的強化、難以學習新內部治理結構的制約、對原內部治理結構高預期的限制、既得利益者的阻礙、傳統(tǒng)觀念意識的束縛均使既有路徑表現(xiàn)出自我強化機制。為此,應完善制度體系,以減少原制度網(wǎng)絡的限制、降低變革成本;創(chuàng)建變革內部動力,以提高成員的學習動機、改變其對原結構的預期;建立有效激勵機制,以減少利益者的阻撓;促進多主體參與,并提升治理主體的觀念意識。以此實現(xiàn)路徑突破,打破原有內部治理結構的路徑鎖定。
[Abstract]:The improvement of school internal governance structure is conducive to promoting the development of educational connotation. The internal governance structure of the school shows a strong path dependence in the process of evolution. Due to the consideration of cost, the system of supporting system has been strengthened, it is difficult to learn the constraints of the new internal governance structure, which limits the high expectation of the original internal governance structure. The hindrance of vested interests and the bondage of traditional idea make the existing path express self-strengthening mechanism. Therefore, we should perfect the institutional system to reduce the limitations of the original institutional network and reduce the cost of change; create the internal motive force of change to improve the learning motivation of members and change their expectations of the original structure; and establish an effective incentive mechanism. In order to reduce the obstruction of stakeholders, promote the participation of multi-subjects, and enhance the concept of governance. To achieve a path breakthrough, breaking the original internal governance structure of the path lock.
