【摘要】：新中國成立以來,我國社會(huì)逐步穩(wěn)定,生產(chǎn)技術(shù)顯著提高,生產(chǎn)力也得到了迅猛的發(fā)展,因而,我國對(duì)各領(lǐng)域人才的需求更加迫切,國家對(duì)于人才的培養(yǎng)越來越重視,與此相伴隨出臺(tái)了一系列的政策文件,其中就包括關(guān)于中小學(xué)教師培訓(xùn)的政策文件,政策的落實(shí),為我國的教育事業(yè)培養(yǎng)了大量的優(yōu)秀教師,從而使我國的教育事業(yè)得到了長足的發(fā)展。1978年改革開放以后,各行各業(yè)都進(jìn)入了高速發(fā)展的時(shí)期,中小學(xué)教師培訓(xùn)也不例外。湖南省在國家發(fā)展的大背景下,包括中小學(xué)教師培訓(xùn)在內(nèi)的各項(xiàng)事業(yè)都發(fā)生了重大變化。自上世紀(jì)80年代中期以來,我國政府把教師培訓(xùn)工作逐漸推上了法制的平臺(tái),以法制保證中小學(xué)教師教師培訓(xùn)工作的順利進(jìn)行,這對(duì)我國的教師培訓(xùn)工作起到了極其重要的推動(dòng)和促進(jìn)作用,湖南省是這其中的代表。而在21世紀(jì),隨著我國科教興國戰(zhàn)略的提出,中小學(xué)教師培訓(xùn)工作真正的進(jìn)入了關(guān)注教師、重視教師的時(shí)代,教師培訓(xùn)工作慢慢的從后臺(tái)走向了前臺(tái),而在這種情況下,對(duì)我國教師的素質(zhì)素養(yǎng)提出了更高的要求,因此,通過培訓(xùn)培養(yǎng)出更高素質(zhì)優(yōu)秀教師的工作,理應(yīng)得到我國政府及教育行業(yè)的高度重視。在這種社會(huì)背景下,湖南省在教師培訓(xùn)工作中積極貫徹黨中央關(guān)于教育政策的規(guī)定,深入落實(shí)素質(zhì)教育工作,取得了非常豐碩的成果。通過回顧與反思改革開放以來我國以及湖南省教師培訓(xùn)工作的歷史演變進(jìn)程,是新的時(shí)期促進(jìn)湖南省中小學(xué)教師培訓(xùn)工作順利發(fā)展的有效手段。教師的培訓(xùn)作為高素質(zhì)專業(yè)化教師的產(chǎn)生途徑,理應(yīng)從回顧歷史中去透視未來。本文以改革開放以來全國教師培訓(xùn)工作的歷史演進(jìn)為背景,以湖南省中小學(xué)教師培訓(xùn)工作的演進(jìn)歷程和發(fā)展演變?yōu)檠芯繉?duì)象,對(duì)我國和湖南省自改革開放以來的中小學(xué)教師培訓(xùn)工作進(jìn)行深入的研究與分析,從而為我國以及湖南省在未來的中小學(xué)教師培訓(xùn)工作制定政策時(shí)提出一定的參考意見與建議。從目前的情況來看,湖南省的中小學(xué)教師培訓(xùn)工作走在全國的前列,展望長遠(yuǎn)的發(fā)展,更應(yīng)該從歷史當(dāng)中汲取經(jīng)驗(yàn)與啟示。建國六十年以來,尤其是改革開放以來,湖南省的教育事業(yè)在全國都具有一定的代表性,取得了矚目的成就,教師培訓(xùn)工作是其取得如此成績的重要一環(huán)�，F(xiàn)今,對(duì)于在全國視角下湖南中小學(xué)教師培訓(xùn)工作的研究基本是一片空白,所以,本篇論文以此為論題有比較大的研究空間,亦具有重要的學(xué)術(shù)價(jià)值和現(xiàn)實(shí)意義。本篇論文通過深入分析自改革開放以來湖南省的中小學(xué)教師培訓(xùn)工作,指出中小學(xué)教師培訓(xùn)政策在各個(gè)時(shí)期的特點(diǎn),并且以此為基礎(chǔ),總結(jié)我國以及湖南省中小學(xué)教師培訓(xùn)政策演進(jìn)歷程中的特點(diǎn),即：由重視純粹知識(shí)的掌握到逐漸轉(zhuǎn)為對(duì)教師能力提高的重視、由培訓(xùn)單一化的教師隊(duì)伍到逐步轉(zhuǎn)為對(duì)多元化教師隊(duì)伍的培訓(xùn),培訓(xùn)權(quán)利的逐步下放以及由關(guān)注教師培訓(xùn)義務(wù)的履行逐步轉(zhuǎn)為關(guān)注教師培訓(xùn)權(quán)利的保護(hù)。通過對(duì)湖南省中小學(xué)教師培訓(xùn)工作歷史演進(jìn)的分析,提出今后我國中小學(xué)教師培訓(xùn)工作發(fā)展的趨勢,是本文的主要任務(wù)。
[Abstract]:Since the founding of new China, our country has gradually stabilized, the production technology has been greatly improved and the productivity has been developed rapidly. Therefore, the demand for talents in various fields is more urgent in our country. The state has paid more and more attention to the training of talents, and has accompanied with a series of policy documents, including the training of primary and secondary school teachers. The policy documents and the implementation of the policy have trained a large number of excellent teachers for the educational cause of our country, so that the educational cause of our country has been greatly developed in the period of.1978 reform and opening up, all walks of life have entered a period of rapid development, and the training of Teachers in primary and secondary schools is no exception. In the background of national development, Hunan province includes small and middle schools. Since the mid 80s of last century, our government has gradually put the teacher training work on the platform of legal system to ensure the smooth progress of the training of teachers and teachers in primary and middle schools since the mid 80s of last century. This has played an extremely important role in promoting and promoting the training of teachers in our country. In twenty-first Century, with the development of the strategy of rejuvenating the country by science and education, the training work of primary and secondary school teachers really entered the teachers' attention, paid attention to the teachers' age, and the teacher training work gradually moved from the background to the front desk. The training work of primary and secondary school teachers in China and Hunan province since the reform and opening up has been deeply studied and analyzed, thus for our country and Hunan Province in the future primary and secondary school teachers In the present situation, the training work of primary and secondary school teachers in Hunan province is in the forefront of the country, looks forward to the long-term development, and should draw lessons from the history. Since the founding of the people's Republic of China, especially since the reform and opening up, the education of Hunan Province has been full since the sixty years of the founding of the people's Republic. The country has a certain representativeness and has made remarkable achievements. The teacher training work is an important part of its achievement. Nowadays, the research on the training work of primary and secondary school teachers in Hunan is basically a blank. Therefore, this paper has a relatively large research space and an important academic price. Through in-depth analysis of the training of primary and secondary school teachers in Hunan province since the reform and opening up, this paper points out the characteristics of the primary and secondary school teacher training policy in each period, and on this basis, summarizes the characteristics of the training policy of primary and secondary school teachers in China and Hunan Province, namely, the emphasis on pure knowledge. Gradually transfer to the attention to the improvement of teachers' ability, from the single training of training to the training of diversified teachers, the gradual decentralization of training rights and the protection of teachers' training obligations gradually to the protection of teachers' training rights. Through the training calendar of primary and secondary school teachers in Hunan Province It is the main task of this paper to put forward the trend of the development of teacher training in primary and secondary schools in the future.
