【摘要】："全面二孩"政策不僅改變我國(guó)中小學(xué)教師的供給側(cè),而且影響中小學(xué)教師人力資本的使用效率,因而不可避免地影響其編制管理。目前,我國(guó)中小學(xué)教師核編標(biāo)準(zhǔn)單一,編制規(guī)模仍需穩(wěn)中求升;中小學(xué)教師編制結(jié)構(gòu)存在功能性缺位,編制管理制度有待完善。"全面二孩"政策下,中小學(xué)教師編制必須從政策上給予合理導(dǎo)向,一方面需要實(shí)施城鄉(xiāng)差異性核編方式,科學(xué)設(shè)計(jì)中小學(xué)教師編制規(guī)模;另一方面,增設(shè)"附加編制",并嚴(yán)格中小學(xué)教師編制管理與監(jiān)督。
[Abstract]:The policy of "total two children" not only changes the supply side of primary and middle school teachers in our country, but also affects the efficiency of the use of human capital for primary and secondary school teachers. Therefore, it inevitably affects its management. At present, the standard of compilation of primary and secondary school teachers in our country is single and the scale of compilation still needs to be raised steadily; the structure of primary and secondary school teachers has a functional absence, and the structure of primary and secondary school teachers has a functional absence. The management system needs to be improved. Under the policy of "all two children", the teachers' compilation of primary and secondary schools must be given a reasonable direction from the policy. On the one hand, it is necessary to implement the differences in urban and rural areas, to scientifically design the size of teachers in primary and secondary schools; on the other hand, the "additional compilation" should be added, and the management and supervision of teachers in primary and secondary schools should be strict.
