我國(guó)不同城市體育中考方案的比較研究

【摘要】:在我國(guó)現(xiàn)行的考試制度中,體育中考的實(shí)施是一個(gè)前所為有的創(chuàng)新,其他國(guó)家都沒(méi)有此項(xiàng)制度,可以說(shuō)是我國(guó)考試制度的一大特色。體育中考政策的落實(shí)對(duì)提高學(xué)生的身體健康有促進(jìn)作用,可以改善體育學(xué)科在學(xué)校中的薄弱地位,為我國(guó)能夠更好的實(shí)施素質(zhì)教育提供了保障。但相對(duì)于其他學(xué)科來(lái)說(shuō),體育學(xué)科考試在中考起步比較晚,又由于科目的特殊性,它的重要性和意義人們認(rèn)識(shí)不足,如何能夠保證公平公正也是人們一直關(guān)心的話題。本研究主要通過(guò)對(duì)30個(gè)不同地區(qū)體育中考方案進(jìn)行內(nèi)容分析和比較研究,分析方案中的總體概況、目的與意義、基本原則與要求、指導(dǎo)思想、考試范圍和對(duì)象、考試結(jié)構(gòu)與分值、考試項(xiàng)目、項(xiàng)目測(cè)試方法、考試評(píng)價(jià)標(biāo)準(zhǔn)、特殊考生的考試及成績(jī)?cè)u(píng)定、考試組織形式與機(jī)構(gòu)、監(jiān)督機(jī)構(gòu)與考務(wù)人員、考試時(shí)間與地點(diǎn)、安全保障的相同性與差異,優(yōu)勢(shì)與存在的問(wèn)題,為不斷改善學(xué)生的體質(zhì)健康,為不斷提高學(xué)生的心理健康,為進(jìn)一步健全和完善體育中考的制度提供依據(jù),并為其終身體育打下堅(jiān)實(shí)基礎(chǔ)。通過(guò)研究,得出以下結(jié)論:國(guó)家教委于1997年撰寫的體育中考實(shí)施方案中包含了實(shí)施對(duì)象、組織領(lǐng)導(dǎo)、考試項(xiàng)目、評(píng)分標(biāo)準(zhǔn)、收費(fèi)辦法、免考與緩考、考務(wù)工作、保障措施八項(xiàng)基本內(nèi)容,從30個(gè)城市的方案來(lái)看,方案中大致包括了規(guī)定的內(nèi)容,但每個(gè)城市都缺少某個(gè)或某幾個(gè)內(nèi)容要素,部分城市在考試方法等其他要素上也做了說(shuō)明。經(jīng)研究發(fā)現(xiàn),一份完整的方案應(yīng)該包括目的與意義、基本原則與要求、指導(dǎo)思想、實(shí)施對(duì)象、考試結(jié)構(gòu)與分值、考試項(xiàng)目、評(píng)價(jià)標(biāo)準(zhǔn)、特殊考生的考試及成績(jī)?cè)u(píng)定、組織形式與機(jī)構(gòu)、監(jiān)督機(jī)構(gòu)與考務(wù)人員、考試時(shí)間地點(diǎn)、安全保障這12項(xiàng)內(nèi)容。通過(guò)對(duì)30份方案進(jìn)行分析可以推論,方案對(duì)目的和意義、基本原則和要求、指導(dǎo)思想上這三項(xiàng)內(nèi)容的規(guī)定不夠完整,在目的和意義上的描述遠(yuǎn)遠(yuǎn)高于基本原則和要求、指導(dǎo)思想,但目的和意義的撰寫不夠詳細(xì),而基本原則和要求、指導(dǎo)思想更加簡(jiǎn)單。通過(guò)對(duì)30份方案進(jìn)行研究可以推斷,考試結(jié)構(gòu)為統(tǒng)一的現(xiàn)場(chǎng)測(cè)試居多,少數(shù)城市采取統(tǒng)一現(xiàn)場(chǎng)測(cè)試+初中3年的過(guò)程性考核的考試結(jié)構(gòu),過(guò)程性考核的分值所占比例偏低;考試分值集中在三十到五十之間,較其他學(xué)科偏低;考試項(xiàng)目和評(píng)分標(biāo)準(zhǔn)同國(guó)家體質(zhì)健康標(biāo)準(zhǔn)結(jié)合居多,集中在耐力、力量、速度等運(yùn)動(dòng)素質(zhì)上,缺少運(yùn)動(dòng)技能類的項(xiàng)目;特殊考生的政策按照國(guó)家規(guī)定執(zhí)行。通過(guò)對(duì)30份方案進(jìn)行比較可以推論,體育中考由市教育行政部門的統(tǒng)一組織領(lǐng)導(dǎo),但分工不夠明確具體;現(xiàn)行的監(jiān)督制度比較完善,考務(wù)人員的安排與要求不清晰;考試時(shí)間集中在四五月份,沒(méi)有注明具體考試地點(diǎn),提及了考點(diǎn)的設(shè)置要求;考場(chǎng)的安全工作安排比較完善,缺乏對(duì)學(xué)生的安全認(rèn)知的教育。
[Abstract]:In our country the current examination system, the implementation of sports senior high school entrance examination is some innovation as a front, other countries are not the system, can be said to be a major feature of the examination system in our country. The implementation of the policy of health sports senior high school entrance examination has a promoting effect on improving students' body, can improve the physical education in the weak position in the school, provide a guarantee for the implementation of quality education in our country can be better. But compared with other subjects, the sports discipline examination in senior high school entrance examination started relatively late, and because of the particularity of the subject, the importance and significance of people do not know enough, how to guarantee the fairness and justice and people have been concerned about the topic. This study mainly through the content analysis and comparative study of 30 different parts of sports senior high school entrance examination program, the general situation of the project, the purpose and significance, basic principles and requirements, guiding ideology, and the scope of the examination The object, structure and test scores, test project, project testing methods, examination and evaluation standard, examination and grading of specific candidates, the examination form of organization and institution, supervision mechanism and examination personnel, the examination time and place of the same security and differences, advantages and problems, to improve students' physical health, to continuously improve the mental health of students, provide the basis for further improving and perfecting the sports senior high school entrance examination system, and lay a solid foundation for their lifelong sports play. Through the research, draw the following conclusions: the State Education Commission in 1997 written by sports senior high school entrance examination implementation plan contains the implementation of the object, the leadership of the organization, examination, standard for evaluation, charge way, exemption and corrosion test, examination work, guarantee the eight basic content from the point of view of the 30 measures, city plan, scheme includes provisions of the content, but the lack of every city One or several elements, part of the city in the examination methods and other elements are also described. The study found that a complete plan should include the purpose and significance, basic principles and requirements, the implementation of the guiding ideology, object, structure and test scores, test items, evaluation criteria, examination and grading special the candidates, forms of organization and institution, supervision institution and personnel examination, examination time and place, the security of these 12 elements. The 30 scheme analysis it can be concluded that the scheme of the purpose and significance, basic principles and requirements, provisions of the guidelines for the three content is not complete, the purpose and significance of the the description is much higher than that of the basic principles and requirements, the guiding ideology, the purpose and significance of writing but not in detail, and the basic principles and requirements, the guiding ideology is more simple. Through the research into 30 schemes can be inferred, examination The structure of unified field test are test structure the process assessment of minority city to adopt a unified field test + junior high school for 3 years, the process of assessment scores proportion is low; the exam scores concentrated in between thirty to fifty, lower than in other fields; examination and appraisal standard with the national health standard of the majority, focus on endurance, strength, speed, sports quality, sports skills of the project is the lack of specific candidates; policies in accordance with the provisions of the state. The 30 schemes can be deduced by the unified organization and leadership, sports senior high school entrance examination, the administrative department of education, but the division is not clear and specific; the current supervision system more perfect arrangement with the requirements of examination personnel is not clear; the examination time in April and May, did not indicate the specific location of test, test set mentioned requirements; safety engineering examination The arrangements are relatively perfect and lack of education for the safety of students.
