美國聯(lián)邦、州、地方三級基礎(chǔ)教育治理體系與運行機制

【摘要】:美國基礎(chǔ)教育治理體系的形成經(jīng)歷了從地方政府主導(dǎo),到州與地方政府共同承擔(dān),最后由聯(lián)邦、州和地方三級政府分層治理的變革歷程。聯(lián)邦、州和地方三級政府有相應(yīng)的治理主體和職能邊界。美國三級基礎(chǔ)教育治理體系的運行機制包括以法律法規(guī)為前提的統(tǒng)籌規(guī)劃協(xié)調(diào)機制、以分層治理為基石的責(zé)任劃分落實機制、以教育公平為底線的價值導(dǎo)向引領(lǐng)機制、以課程改革為核心的質(zhì)量提升突破機制、以經(jīng)費投入為根本的教育發(fā)展保障機制、以學(xué)業(yè)測評為載體的質(zhì)量監(jiān)測考核機制。美國聯(lián)邦、州、地方三級基礎(chǔ)教育治理體系,對中國基礎(chǔ)教育治理變革具有正反兩方面的啟示意義。
[Abstract]:The formation of the basic education governance system in the United States has experienced a process of transformation from the local government leading to the joint responsibility of the state and the local government, and finally by the federal, state and local three levels of government.Federal, state and local governments have corresponding governing bodies and functional boundaries.The operating mechanism of the three-level basic education governance system in the United States includes the overall planning and coordination mechanism based on the premise of laws and regulations, the responsibility division and implementation mechanism based on the layered governance system, and the value-oriented guiding mechanism with the education fairness as the bottom line.The quality improvement breakthrough mechanism with curriculum reform as the core, the education development guarantee mechanism based on the investment of funds, the quality monitoring and examination mechanism with academic evaluation as the carrier.American federal, state and local three-level basic education governance system has both positive and negative implications for the reform of basic education governance in China.
