番禺區(qū)石樓中學“兩為主”政策執(zhí)行與存在問題研究

【摘要】:20世紀80年代以來,伴隨著城市化的進程,進城務工農民工大幅度上升,自20世紀末期,越來越多的進城務工人員攜帶家屬遷移城市,這種現(xiàn)象呈現(xiàn)不斷增長的趨勢。由此城市當中出現(xiàn)了一個數(shù)目龐大而特殊的社會群體,那就是進城務工就業(yè)農民子女。隨之而來的就是農民工子女的教育問題,他們的教育問題成為了廣大教育工作者亟待解決的重點。在農民工子女義務教育的形成和發(fā)展過程中,政策扮演了一個非常重要的角色。然而,“上有政策,下有對策”、農民工子女無法享受到與城市人口平等的受教育的現(xiàn)象屢見不鮮。2001年,國務院發(fā)布《關于基礎教育改革與發(fā)展的決定》的教育政策中第十二條規(guī)定:“要重視解決流動人口子女接受義務教育問題,以流入地區(qū)政府管理為主,以全日制公辦中小學為主,采取多種形式,依法保障流動人口子女接受義務教育的權利!闭窃谀菚r國家政府層面正式提出了“兩為主”的教育政策。而在實際執(zhí)行過程中,政策出現(xiàn)了偏離目標的現(xiàn)象,這對于農民工子女的教育及發(fā)展,甚至于國家的長治久安,和諧社會的建設與發(fā)展都危害甚大。本文擬論述“兩為主”政策執(zhí)行的問題,為今后政策的順利執(zhí)行提供依據(jù)。本文共分為五個章節(jié),第一章節(jié)對研究的背景,相關概念,研究的意義、研究方法等內容進行了簡要介紹;第二章節(jié)概述了石樓中學“兩為主”政策執(zhí)行情況;第三章節(jié)深入探討了“兩為主”政策出現(xiàn)執(zhí)行偏差的原因;第四章節(jié)針對“兩為主”政策執(zhí)行偏差的原因,提出完善“兩為主”政策的相關建議與對策;第五章節(jié)主要是對本研究的總結,講述了本研究的創(chuàng)新點和不足之處。
[Abstract]:Since 1980s, with the process of urbanization, migrant workers in cities have increased dramatically. Since the end of 20th century, more and more migrant workers have brought their families to the cities. This phenomenon shows a growing trend. As a result, a large and special social group has emerged in the city, that is, the children of migrant workers working in cities and the children of peasants. With this comes the problem of the education of the children of migrant workers. Their educational problems have become the focus of the majority of educators to be solved urgently. In the process of forming and developing compulsory education for migrant workers' children, policy plays a very important role. However, "there are policies," "the lack of equal access to education for the children of migrant workers is common." in 2001, The State Council issued the "decision on the Reform and Development of basic Education" in the 12th articles of its education policy: "We should pay attention to solving the problem of compulsory education for the children of the floating population, mainly in the management of the inflow of local governments. Full-time public primary and secondary schools are the primary and secondary schools, taking various forms to guarantee the children's right to compulsory education in accordance with the law. "it was at that time that the national government formally put forward the" two-oriented "education policy, and in the actual implementation process, The policy deviates from the target, which is harmful to the education and development of the children of migrant workers, even to the long-term stability of the country and the construction and development of a harmonious society. This paper is divided into five chapters. The first chapter briefly introduces the research background, related concepts, research significance, research methods and so on. The second chapter summarizes the implementation of the "two main" policy in Shilou Middle School; the third chapter deeply discusses the reasons for the deviation in the implementation of the "two main" policies; and the 4th chapter focuses on the reasons for the deviation in the implementation of the "two main" policies. The 5th chapter is a summary of this research, and describes the innovative points and shortcomings of this study.
