【摘要】:普通高中教育是基礎(chǔ)教育的高級(jí)階段,它銜接義務(wù)教育和高等教育,在整個(gè)教育體系中起著紐帶的作用。其準(zhǔn)公共產(chǎn)品的屬性決定了發(fā)展普通高中教育必須要依賴政府財(cái)政投入的支持,只有充足的財(cái)政投入才能為普通高中教育的發(fā)展提供有力的保障。但是當(dāng)前在我國(guó)普通高中教育財(cái)政投入過程中還存在很多的問題,例如政府財(cái)政投入總體不足、政府財(cái)政投入分配不均衡等,這些都嚴(yán)重制約著我國(guó)普通高中教育的發(fā)展。近年來,各級(jí)政府也有加大對(duì)普通高中教育的經(jīng)費(fèi)投入,但是收效卻并不明顯,而OECD各國(guó)在普通高中教育發(fā)展方面取得的成就有目共睹,值得我國(guó)加以借鑒利用。文章主要是以O(shè)ECD各國(guó)近十年來有關(guān)普通高中教育經(jīng)費(fèi)投入的數(shù)據(jù)為研究依據(jù),詳述了OECD各國(guó)對(duì)普通高中教育財(cái)政投入的現(xiàn)狀、特點(diǎn)和發(fā)展趨勢(shì)。第三章重點(diǎn)對(duì)英、美、加三國(guó)的普通高中教育財(cái)政投入體制進(jìn)行了研究,并指出其普通高中教育發(fā)展中所具備的特點(diǎn);第四章主要描述了各國(guó)普通高中教育財(cái)政投入的規(guī)模和結(jié)構(gòu),對(duì)近十年來OECD各國(guó)普通高中教育財(cái)政投入的趨勢(shì)進(jìn)行分析研究;第五章主要針對(duì)影響各國(guó)財(cái)政投入的因素進(jìn)行分析,指出了經(jīng)濟(jì)、政治體制、社會(huì)福利是影響普通高中教育財(cái)政投入的重要因素。這些分析研究有有利于我們很好的了解OECD各國(guó)普通高中教育的財(cái)政投入狀況,同時(shí)也對(duì)我國(guó)普通高中教育的發(fā)展起到啟示借鑒意義。最后,通過借鑒OECD各國(guó)的財(cái)政投入水平和投入模式,對(duì)我國(guó)普通高中教育的發(fā)展提出了幾點(diǎn)建議:提高普通高中教育財(cái)政支出在教育財(cái)政總支出的比例、實(shí)行動(dòng)態(tài)的普通高中教育財(cái)政投入模式、確保普通高中教育財(cái)政撥款的公平性和充足性、鼓勵(lì)發(fā)展民辦教育,拓展多元化的教育投資渠道、建立和完善普通高中教育資助體系、完善普通高中教育財(cái)政投入制度保障機(jī)制。這些措施的實(shí)施可以有效的改善目前我國(guó)普通高中教育財(cái)政投入的現(xiàn)狀,確保我國(guó)普通高中教育的健康、有序發(fā)展。
[Abstract]:General high school education is the advanced stage of basic education, which connects compulsory education with higher education. It plays a role as a link in the whole education system. The property of quasi-public goods determines that the development of general high school education must depend on the support of government financial input. Only adequate financial input can provide a strong guarantee for the development of ordinary senior high school education. However, there are still many problems in the process of financial investment in general high school education in our country. For example, the overall lack of government financial input, the distribution of government financial investment is uneven, which seriously restricts the development of our country's general high school education in recent years. Governments at all levels have also increased the expenditure on general high school education, but the results are not obvious, and OECD countries in the development of general high school education achievements are obvious to all. This paper is mainly based on the data of the general high school education investment in the past ten years in OECD countries. In this paper, the current situation, characteristics and development trend of the financial investment in senior high school education in various countries of OECD are described in detail. The third chapter focuses on the study of the financial investment system of senior high school education in Britain, the United States and Canada. And points out its general high school education development has the characteristic; Chapter 4th mainly describes the scale and structure of the financial investment in senior high school education in various countries, and analyzes and studies the trend of the financial investment in general high school education of OECD countries in the past ten years. Chapter 5th mainly analyzes the factors that affect the financial investment of various countries and points out the economic and political system. Social welfare is an important factor that affects the financial investment of ordinary senior high school education. These analysis and research are helpful for us to understand the financial investment situation of general high school education in OECD countries. At the same time, the development of senior high school education in China also plays an enlightening significance. Finally, by learning from the financial investment level and investment model of OECD countries. This paper puts forward some suggestions on the development of general senior high school education in our country: to improve the proportion of general high school education expenditure in the total educational expenditure and to implement the dynamic mode of general high school education financial investment. We should ensure the fairness and adequacy of the financial allocation for senior high school education, encourage the development of private education, expand diversified channels of investment in education, and establish and improve the financial aid system for ordinary high school education. The implementation of these measures can effectively improve the current situation of financial investment in ordinary high school education in our country and ensure the healthy and orderly development of the general high school education in our country.
