【摘要】:目前,我國校長負(fù)責(zé)制已實(shí)施三十年,基本在各地中學(xué)實(shí)現(xiàn)了全面推廣與實(shí)施。由于該制度將學(xué)校管理責(zé)任和職權(quán)集中于校長一身,既有利于學(xué)校行政工作統(tǒng)一指揮、提高學(xué)校行政職能與效率,也很大程度上解決了學(xué)校管理中職責(zé)不分、賞罰不明、效率低下等弊端,為各學(xué)校以及基礎(chǔ)教育的發(fā)展起到巨大推動(dòng)作用。但同時(shí),我們也發(fā)現(xiàn)中學(xué)校長負(fù)責(zé)制在權(quán)力運(yùn)行過程中暴露出來的一些弊端,如部分學(xué)校校長集權(quán)化嚴(yán)重、校長存在“權(quán)力失衡”現(xiàn)象以及校長權(quán)力缺乏相應(yīng)制約等。論文詳細(xì)研究了我國中學(xué)校長負(fù)責(zé)制,通過以石家莊為主要代表的河北省部分中學(xué)校長負(fù)責(zé)制的實(shí)踐與發(fā)展的現(xiàn)實(shí)案例,運(yùn)用學(xué)生調(diào)查問卷、教師訪談、隨機(jī)采訪等方式,對(duì)當(dāng)前部分中學(xué)在校長負(fù)責(zé)制權(quán)力運(yùn)行過程中出現(xiàn)的校長“權(quán)力失衡”等現(xiàn)象進(jìn)行研究、探討,并提出相應(yīng)解決方法,以提高各中學(xué)管理效率和學(xué)生的學(xué)習(xí)質(zhì)量,促進(jìn)校長負(fù)責(zé)制得到進(jìn)一步完善和發(fā)展。通過調(diào)研發(fā)現(xiàn),在校長負(fù)責(zé)制體制下,我國各中學(xué)校長在學(xué)校內(nèi)既是決策者也是執(zhí)行者,處于絕對(duì)的強(qiáng)勢(shì)地位。作為學(xué)校的法人代表,校長全權(quán)負(fù)責(zé)和領(lǐng)導(dǎo)學(xué)校一切事物,但由于相應(yīng)的監(jiān)管缺失,很容易產(chǎn)生校長權(quán)力腐敗等一系列問題。論文以中學(xué)校長負(fù)責(zé)制及其權(quán)力運(yùn)行的研究入手,一方面梳理發(fā)現(xiàn)目前存在的一些問題,另一方面通過理論實(shí)踐分析,得出相應(yīng)的解決方法,為學(xué)校規(guī)范管理、教育政策制定提供有力借鑒。
[Abstract]:At present, the principal responsibility system in China has been implemented for 30 years, basically in various secondary schools to achieve a comprehensive promotion and implementation, because this system will focus on school management responsibilities and powers in a principal. It is not only conducive to the unified command of school administrative work, but also to a large extent to solve the school management of the responsibility is not divided, reward and punishment is not clear, low efficiency and so on. For the development of schools and basic education play a great role in promoting. But at the same time, we also found that the system of middle school principal responsibility in the process of power operation exposed some shortcomings, such as some school principals centralization seriously. There exists the phenomenon of "power imbalance" and the lack of corresponding restriction on the principal's power. This paper studies in detail the principal responsibility system in our country's middle school. Through the practice and development of the principal responsibility system of some middle schools in Hebei Province, Shijiazhuang as the main representative, the use of student questionnaire, teacher interviews, random interviews and other methods. This paper studies the phenomenon of "power imbalance" in the process of the principal responsibility power operation in some middle schools, and puts forward the corresponding solutions. In order to improve the management efficiency of each middle school and the study quality of the students, to promote the headmaster responsibility system to be further improved and developed. Through the investigation, we found that under the principal responsibility system. The principal of each middle school in our country is the decision-maker and executor in the school, and is in an absolute strong position. As the legal person representative of the school, the principal is in charge of and leading everything in the school, but due to the lack of corresponding supervision. It is easy to produce a series of problems such as principal power corruption and so on. This paper starts with the research of the principal responsibility system and its power operation in middle school, on the one hand, combs and finds some existing problems, on the other hand, analyzes through theory and practice. The corresponding solutions can be used for reference for school standard management and educational policy formulation.
