石河子市中小學(xué)發(fā)展規(guī)劃的價值取向研究

【摘要】:學(xué)校發(fā)展規(guī)劃是一種著眼于學(xué)校中長期發(fā)展的戰(zhàn)略性規(guī)劃,是在系統(tǒng)分析學(xué)校背景情況下,對學(xué)校文化進(jìn)行深刻剖析后,以促進(jìn)學(xué)生的和諧發(fā)展,促進(jìn)學(xué)校長期、穩(wěn)定和持續(xù)發(fā)展,提高學(xué)校管理效能和教育質(zhì)量為目的的一種動態(tài)生成過程。隨著學(xué)校發(fā)展規(guī)劃理論研究和實際探索的不斷深入,學(xué)校發(fā)展規(guī)劃日益成為學(xué)校工作的重要內(nèi)容之一。而在規(guī)劃的制定過程中,必定會遇到價值選擇的問題。規(guī)劃的價值取向影響著規(guī)劃的價值選擇,從而影響整個規(guī)劃的走向。本研究主要通過文本分析法包括歷史分析法和編碼研究法,訪談法等研究方法對石河子市內(nèi)各中小學(xué)現(xiàn)存的發(fā)展規(guī)劃進(jìn)行分析,得出文本中的高頻詞匯,再將詞匯進(jìn)行歸類,得出六個價值要素分別是:學(xué)校管理、學(xué)生培養(yǎng)、教師隊伍、教育教學(xué)、校園建設(shè)和德育。研究發(fā)現(xiàn),從“十一五”時期到“十二五”時期,石河子市各中小學(xué)發(fā)展規(guī)劃的價值取向有著明顯的變化:從注重硬件設(shè)施發(fā)展到注重師生發(fā)展,從注重外部名氣到注重內(nèi)部質(zhì)量。變化的原因主要有:國家“西部大開發(fā)”戰(zhàn)略的實施、《國家中長期教育改革和發(fā)展規(guī)劃綱要(2010-2020年)》的頒布、隨時間的推移當(dāng)?shù)亟?jīng)濟(jì)的發(fā)展和社會輿論方面對增加教育投入的呼吁。當(dāng)前石河子市中小學(xué)發(fā)展規(guī)劃的價值取向是整體上注重教師隊伍建設(shè)、學(xué)生培養(yǎng)和教育教學(xué)。在教師隊伍方面注重班主任的發(fā)展、培養(yǎng)名師、提高教師的學(xué)歷和教學(xué)經(jīng)驗的傳承;在學(xué)生培養(yǎng)方面注重學(xué)生的能力培養(yǎng);在教育教學(xué)方面注重教學(xué)質(zhì)量、教科研水平的提高和校本課程的研發(fā);在校園建設(shè)方面提倡建設(shè)節(jié)約型校園。但是當(dāng)前規(guī)劃中對于師德建設(shè)和教師激勵機(jī)制方面的內(nèi)容提及較少。規(guī)劃中對于教師科研的重視使得教師工作量日益加重,這與教師自身的承受能力之間存著這一定的矛盾,還有待以后解決。隨著時間的變化,石河子市各中小學(xué)的發(fā)展又面臨著新的問題,本研究主要就高考改革和生源分布不均這兩個問題進(jìn)行了分析。當(dāng)前,正處于“十二五”規(guī)劃的收官之年,對于后一時期學(xué)校發(fā)展規(guī)劃的制定,本研究給出了建議是:1.將素質(zhì)教育落到實處,將實施綜合素質(zhì)評價的具體措施寫入規(guī)劃;2.建立學(xué)校合作意識,將學(xué)校合作的具體措施寫入規(guī)劃;3.加強(qiáng)師德建設(shè),建立師德評估機(jī)制;4.保持教師的工作熱情,建立教師激勵機(jī)制。本研究有利于豐富學(xué)校發(fā)展規(guī)劃價值取向的相關(guān)理論,有助于了解石河子市中小學(xué)發(fā)展規(guī)劃價值取向的歷史變遷、揭示其深層次的原因,分析得出當(dāng)前規(guī)劃的價值取向,分析各中小學(xué)面臨的新問題,為新一輪學(xué)校發(fā)展規(guī)劃的制定提出相關(guān)的建議,有利于各中小學(xué)制定更加有效的學(xué)校發(fā)展規(guī)劃,增強(qiáng)學(xué)校的自主管理能力,促進(jìn)學(xué)校的良性發(fā)展。
[Abstract]:School development planning is a strategic plan focusing on the long-term development of the school. It is a systematic analysis of the school background, after a profound analysis of the school culture, in order to promote the harmonious development of students. To promote the long-term, stable and sustainable development of schools, to improve the efficiency of school management and education quality as the purpose of a dynamic generation process, with the development of school planning theory and practical exploration of the deepening. School development planning has increasingly become one of the important contents of school work. However, in the process of planning, it is bound to meet the problem of value selection. The value orientation of planning affects the value choice of planning. This study mainly through the text analysis method including historical analysis and coding research, interviews and other research methods to analyze the existing development planning of primary and secondary schools in Shihezi city. Get the high-frequency vocabulary in the text, then classify the vocabulary, and draw six value elements: school management, student training, teachers, education and teaching, campus construction and moral education. From the 11th Five-Year Plan period to the 12th Five-Year Plan period, the value orientation of the development planning of primary and secondary schools in Shihezi City has obvious changes: from the development of hardware facilities to the development of teachers and students. From focusing on external fame to paying attention to internal quality, the main reasons for the change are: the implementation of the national strategy of "developing the western region". The promulgation of the National Medium- and Long-Term Education Reform and Development Program (2010-2020). With the development of local economy and the appeal of public opinion to increase the investment in education, the value orientation of the development plan of primary and secondary schools in Shihezi City is to pay attention to the construction of the teaching staff as a whole. Pay attention to the development of the class teacher, cultivate the famous teacher, improve the teacher's academic background and the inheritance of the teaching experience; Pay attention to the cultivation of students' ability in the aspect of students' cultivation; In the aspect of education and teaching, we should pay attention to the quality of teaching, the improvement of scientific research level and the research and development of school-based curriculum. In the aspect of campus construction, the construction of economized campus is advocated. However, the contents of the construction of teachers' ethics and teachers' incentive mechanism are less mentioned in the current planning. The emphasis on teachers' scientific research in the planning makes teachers' workload more and more serious. . With the change of time, the development of primary and secondary schools in Shihezi City is facing new problems. This study mainly analyzes the reform of college entrance examination and the uneven distribution of students. At present, it is in the closing year of the 12th Five-Year Plan, and the formulation of the school development plan for the latter period. The suggestion of this study is: 1.putting quality education into practice and putting the concrete measures of comprehensive quality evaluation into the plan; 2. Establishing the school cooperation consciousness and incorporating the concrete measures of the school cooperation into the plan; 3.Strengthening the construction of teachers' ethics and establishing the evaluation mechanism of teachers' ethics; 4. To maintain the enthusiasm of teachers and establish a teacher incentive mechanism. This study is helpful to enrich the theory of the value orientation of school development planning. It is helpful to understand the historical changes of the value orientation of the development planning of primary and middle schools in Shihezi, to reveal the deep-seated reasons, to analyze the value orientation of the current planning, and to analyze the new problems faced by the primary and secondary schools. It is helpful for the middle and primary schools to formulate more effective school development plans, strengthen the ability of independent management, and promote the benign development of the schools by putting forward relevant suggestions for the formulation of a new round of school development plans.
