【摘要】：隨著我國(guó)電力體制改革不斷深入，國(guó)內(nèi)發(fā)電側(cè)市場(chǎng)競(jìng)爭(zhēng)環(huán)境日趨激烈，一方面，電力生產(chǎn)企業(yè)獲取上游資源能力普遍不足，而電力產(chǎn)品價(jià)格受政策影響，制約電力生產(chǎn)企業(yè)的盈利空間；另一方面，，我國(guó)宏觀經(jīng)濟(jì)發(fā)展態(tài)勢(shì)仍不明朗，電力市場(chǎng)需求增幅明顯下滑，國(guó)家產(chǎn)業(yè)結(jié)構(gòu)調(diào)整以及國(guó)內(nèi)環(huán)境保護(hù)意識(shí)的提升等多種因素相互交織，大大影響了國(guó)內(nèi)電力生產(chǎn)企業(yè)經(jīng)濟(jì)效益。在此背景下，電力生產(chǎn)企業(yè)通過深化落實(shí)“走出去”戰(zhàn)略，合理配置資金和技術(shù)資源，積極開展境外電力投資項(xiàng)目，進(jìn)一步拓寬企業(yè)投資渠道，增強(qiáng)企業(yè)盈利能力，提升企業(yè)的資產(chǎn)保值增值效率。 盡管電力境外投資項(xiàng)目在原料、收益、成本等方面都具有巨大的優(yōu)勢(shì)，但根據(jù)“風(fēng)險(xiǎn)收益”配比原則，境外投資項(xiàng)目在宏觀環(huán)境、行業(yè)環(huán)境等方面相比于境內(nèi)項(xiàng)目也存在著大量的不確定性，這些潛在風(fēng)險(xiǎn)源若不及時(shí)、有效地得到管控，將有可能制約境外投資項(xiàng)目健康可持續(xù)發(fā)展，影響投資效益。 本文以國(guó)華印尼南蘇項(xiàng)目為研究對(duì)象，系統(tǒng)歸納風(fēng)險(xiǎn)管理的基本理論，總結(jié)分析風(fēng)險(xiǎn)管理的國(guó)內(nèi)外動(dòng)態(tài)研究；對(duì)國(guó)華印尼南蘇項(xiàng)目境外投資風(fēng)險(xiǎn)特征進(jìn)行分析；結(jié)合問卷調(diào)查和專家訪談，本文設(shè)計(jì)、篩選、制定了國(guó)華印尼南蘇項(xiàng)目境外投資風(fēng)險(xiǎn)預(yù)警指標(biāo)體系、量化標(biāo)準(zhǔn)和評(píng)價(jià)模型；基于國(guó)華印尼南蘇項(xiàng)目運(yùn)行現(xiàn)狀進(jìn)行了應(yīng)用研究，制定了華印尼南蘇項(xiàng)目境外投資風(fēng)險(xiǎn)管理方案。希望為國(guó)華印尼南蘇項(xiàng)目平穩(wěn)健康運(yùn)行和公司今后在印尼的進(jìn)一步拓展，加快“走出去”步伐，進(jìn)一步提高神華集團(tuán)的國(guó)際地位和國(guó)際影響力提供了理論借鑒和實(shí)踐支持。
[Abstract]:With the deepening of China's power system reform, the domestic power generation side of the market competition environment is becoming increasingly fierce. On the one hand, the power production enterprises generally lack the ability to obtain upstream resources, and the price of power products is affected by the policy. Restricting the profit space of electric power production enterprises; On the other hand, the macroeconomic development situation of our country is still unclear, the power market demand growth rate obviously drops, the national industrial structure adjustment and the domestic environmental protection consciousness promotion and so on many factors intertwined each other. In this context, electric power production enterprises through deepening the implementation of the "going out" strategy, reasonable allocation of funds and technical resources, actively carry out overseas power investment projects. Further broaden the investment channels, enhance the profitability of enterprises, and enhance the efficiency of asset preservation and appreciation. Although overseas electric power investment projects have great advantages in raw materials, income, cost and so on, according to the principle of "risk return" matching, overseas investment projects are in the macro environment. Compared with domestic projects, there is a lot of uncertainty in the industry environment. If these potential risk sources are not controlled in time and effectively, it will be possible to restrict the healthy and sustainable development of overseas investment projects. Impact on investment returns. This paper takes the South Sudan project of Guohua Indonesia as the research object, systematically induces the basic theory of risk management, summarizes and analyzes the domestic and foreign dynamic research of risk management; To analyze the risk characteristics of overseas investment of Guohua Indonesia's South Sudan project; Combined with questionnaire survey and expert interview, this paper designs, selects and formulates the early warning index system, quantitative criteria and evaluation model of overseas investment risk of Guohua Indonesia Nansu project. Based on the operational status of Guohua Indonesia's South Sudan Project, the application research is carried out. We have formulated the overseas investment risk management plan of the China-Indonesia South Sudan project. We hope to speed up the pace of "going out" for the smooth and healthy operation of the China-Indonesia South Sudan project and the further expansion of the company in Indonesia in the future. Further improving Shenhua Group's international status and international influence provides theoretical reference and practical support.
