【摘要】:發(fā)展循環(huán)經(jīng)濟(jì)是貫徹科學(xué)發(fā)展觀、實(shí)現(xiàn)可持續(xù)發(fā)展的必然選擇,是調(diào)整產(chǎn)業(yè)結(jié)構(gòu)、轉(zhuǎn)變發(fā)展方式,推進(jìn)新型工業(yè)化、新型城市化、農(nóng)業(yè)現(xiàn)代化和信息化,建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)的重要途徑。冷水江市作為湖南省重要的工礦業(yè)城市和能源基地,是全國(guó)第二批資源枯竭型城市重點(diǎn)扶持對(duì)象,隨著其城市化與工業(yè)化進(jìn)程的加快,未來(lái)一段時(shí)間冷水江市經(jīng)濟(jì)社會(huì)發(fā)展與資源環(huán)境保護(hù)之間的矛盾將更加凸顯,資源環(huán)境面臨的形勢(shì)將更加嚴(yán)峻。本研究以此為切入點(diǎn),對(duì)冷水江市工業(yè)循環(huán)經(jīng)濟(jì)的發(fā)展模式進(jìn)行了探索。 首先,本研究在系統(tǒng)闡述循環(huán)經(jīng)濟(jì)理論、可持續(xù)發(fā)展理論、工業(yè)生態(tài)學(xué)理論、清潔生產(chǎn)理論等相關(guān)理論的基礎(chǔ)上,概況和總結(jié)了各理論對(duì)資源型城市的指導(dǎo)作用。 其次,對(duì)冷水江市工業(yè)循環(huán)經(jīng)濟(jì)基本情況、發(fā)展優(yōu)勢(shì)及面臨的問(wèn)題進(jìn)行了全面的分析與總結(jié)。在此基礎(chǔ)上建立了工業(yè)循環(huán)經(jīng)濟(jì)評(píng)價(jià)指標(biāo)體系,運(yùn)用主成分分析法及SPSS軟件對(duì)冷水江市工業(yè)循環(huán)經(jīng)濟(jì)發(fā)展水平進(jìn)行綜合評(píng)價(jià),并對(duì)評(píng)價(jià)結(jié)果進(jìn)行分析。評(píng)價(jià)結(jié)果表明,冷水江市工業(yè)循環(huán)經(jīng)濟(jì)發(fā)展水平偏低,發(fā)展工業(yè)循環(huán)經(jīng)濟(jì)還任重而道遠(yuǎn)。為推動(dòng)冷水江市工業(yè)循環(huán)經(jīng)濟(jì)的發(fā)展,根據(jù)冷水江市現(xiàn)狀,借鑒國(guó)內(nèi)外資源型城市循環(huán)經(jīng)濟(jì)發(fā)展的成功經(jīng)驗(yàn),本研究提出構(gòu)建以有色金屬、鋼鐵、電力、焦化、建材為重點(diǎn)的“企業(yè)內(nèi)部小循環(huán)、產(chǎn)業(yè)鏈間中循環(huán)、區(qū)域工業(yè)互動(dòng)大循環(huán)”模式,詳細(xì)闡述三種模式下循環(huán)經(jīng)濟(jì)的設(shè)計(jì)形式并分別舉例說(shuō)明。 最后,立足于冷水江市實(shí)際,提出推進(jìn)工業(yè)循環(huán)經(jīng)濟(jì)發(fā)展的若干保障措施,以期為工業(yè)循環(huán)經(jīng)濟(jì)發(fā)展模式提供一定的借鑒。
[Abstract]:The development of circular economy is the inevitable choice to carry out the scientific development view and realize the sustainable development. It is to adjust the industrial structure, to change the development mode, to promote the new industrialization, the new urbanization, the agricultural modernization and the informationization. As an important industrial and mining city and energy base in Hunan Province, Lengshuijiang City is the second batch of resource-exhausted cities in China. With the acceleration of urbanization and industrialization, the contradiction between the economic and social development of Lengshuijiang City and the protection of resources and environment will become more prominent in the future. The situation of resources and environment will be more severe. This paper explores the development model of industrial circular economy in Lengshuijiang. First of all, this research is based on the theory of circular economy, the theory of sustainable development, the theory of industrial ecology, the theory of cleaner production and so on. This paper summarizes the guiding role of various theories to resource-based cities. Secondly, the basic situation, development advantages and problems of industrial circular economy in Lengshuijiang City are comprehensively analyzed and summarized. On this basis, the evaluation index system of industrial circular economy is established. The development level of industrial circular economy in Lengshuijiang City was comprehensively evaluated by principal component analysis and SPSS software, and the evaluation results were analyzed. The development level of industrial circular economy in Lengshuijiang City is on the low side, and there is still a long way to go in order to promote the development of industrial circular economy in Lengshuijiang City, according to the present situation of Lengshuijiang City. Based on the successful experience of recycling economy development in resource-based cities at home and abroad, this study proposes the construction of "small circulation within enterprises and mid-cycle between industrial chains" focusing on non-ferrous metals, iron and steel, electricity, coking and building materials. This paper expounds the design forms of circular economy in three modes and illustrates them with examples. Finally, based on the reality of Lengshuijiang City, the paper puts forward some safeguard measures to promote the development of industrial circular economy, in order to provide some reference for the development mode of industrial circular economy.
