【摘要】:隨著我國廠網(wǎng)分開模式的初步完成,大量資本逐漸涌入發(fā)電側(cè),上大壓小政策也陸續(xù)出臺,電能供應(yīng)緊張的情況得到了較大緩解。但是,連接發(fā)電側(cè)和售電側(cè)的電網(wǎng)建設(shè)遠(yuǎn)遠(yuǎn)滯后,嚴(yán)重阻礙了電力工業(yè)的發(fā)展。變電站作為電網(wǎng)的重要基礎(chǔ)設(shè)施,其高水平建設(shè)施工可以有效地改善電網(wǎng)供電能力不足的現(xiàn)狀,促進(jìn)經(jīng)濟(jì)發(fā)展。白石變電站建設(shè)工程具有投資大、工期長、施工難度大、技術(shù)復(fù)雜以及工程參與方眾多等特點(diǎn),所在地區(qū)負(fù)荷增長迅速,且主要為煤礦負(fù)荷,供電可靠性要求較高,因此在建設(shè)初期有必要對項(xiàng)目進(jìn)行技術(shù)經(jīng)濟(jì)可行性分析,以提高項(xiàng)目決策的科學(xué)性,避免盲目投資。 本文采用項(xiàng)目管理理論,運(yùn)用定量與定性分析相結(jié)合,理論與實(shí)踐相結(jié)合的方法對白石220KV變電站新建工程的技術(shù)經(jīng)濟(jì)可行性及綜合可行性進(jìn)行分析、評價。首先,對研究背景意義及國內(nèi)外研究現(xiàn)狀進(jìn)行闡述;其次對本文相關(guān)的項(xiàng)目管理及可行性分析理論進(jìn)行綜合論述。在此基礎(chǔ)上,對白石變電站新建工程的必要性進(jìn)行分析,并提出了該變電站新建工程的選址和線路建設(shè)問題的可行方案,分別從該變電站的電氣一次接線、變電二次、系統(tǒng)通信和系統(tǒng)保護(hù)進(jìn)行技術(shù)分析,同時對財(cái)務(wù)凈現(xiàn)值、財(cái)務(wù)內(nèi)部收益率和投資回收期等方面進(jìn)行了經(jīng)濟(jì)分析;最后,采用層次分析法和模糊綜合評價方法的組合模型對白石變電站的綜合可行性進(jìn)行了評價。 模糊綜合評判結(jié)果表明,該項(xiàng)目的具有很好的可行性。該結(jié)果將給白石220KV變電站新建工程的投資決策及施工建設(shè)提供科學(xué)的參考依據(jù),能夠有效的避免項(xiàng)目的盲目投資,提高項(xiàng)目的投資收益。同時也對國內(nèi)其他同類變電站建設(shè)項(xiàng)目的順利開展具有積極的指導(dǎo)和借鑒作用。
[Abstract]:With the initial completion of the separation mode of power plant and power grid in our country, a large amount of capital has gradually poured into the power generation side, and the policy of high pressure and small pressure has been introduced one after another, and the situation of the shortage of power supply has been greatly alleviated. The construction of power grid connecting the generation side and the selling side is lagging far behind, which seriously hinders the development of the power industry. Substation is an important infrastructure of the power network. Its high level construction can effectively improve the current situation of insufficient power supply capacity of power grid and promote economic development. Baishi substation construction project has a large investment, long construction period and difficult construction. Because of the complexity of technology and the large number of project participants, the load in the region is growing rapidly, and the main load is coal mine load, and the reliability of power supply is very high. Therefore, it is necessary to analyze the technical and economic feasibility of the project in the early stage of construction so as to improve the scientific nature of the project decision and avoid blind investment. In this paper, project management theory, quantitative and qualitative analysis, theory and practice are used to analyze the technical and economic feasibility and comprehensive feasibility of the newly built project of Baishi 220KV substation. First of all, the significance of the research background and the status quo of the research at home and abroad are expounded. Secondly, the related project management and feasibility analysis theory are comprehensively discussed. On this basis, the necessity of the new project of Baishi substation is analyzed. And put forward the feasible scheme of location and line construction of the new project of the substation, respectively from the substation electrical primary wiring, substation secondary, system communication and system protection technical analysis. At the same time, the financial net present value, financial internal rate of return and investment recovery period are analyzed. Finally, the comprehensive feasibility of Baishi substation is evaluated by the combination model of analytic hierarchy process and fuzzy comprehensive evaluation method. The result of fuzzy comprehensive evaluation shows that the project has good feasibility, and the result will provide a scientific reference for the investment decision and construction construction of the new project of Baishi 220KV substation. It can effectively avoid the blind investment of the project and improve the investment income of the project. It also has a positive guidance and reference role for the smooth development of other similar substation construction projects in China.
