【摘要】：本文主要基于航空安全管理體系建設(shè)的視角,對我國民航業(yè)的航空安全管理現(xiàn)狀進(jìn)行分析論述,找出存在的問題,借鑒國際優(yōu)秀航空安全管理的先進(jìn)經(jīng)驗(yàn)和案例,提出我國民航業(yè)航空安全管理的改進(jìn)措施建議,以期提高我國民航業(yè)安全管理水平。2007年,我國開始在民航業(yè)逐步推行SMS體系建設(shè),以提高我國的航空安全水平。U航的SMS體系建設(shè)就是在民航總局的規(guī)劃指導(dǎo)下,屬于我國較早的一批,比較具有民航業(yè)的代表性,因此論文以U航的SMS為業(yè)內(nèi)典型案例進(jìn)行分析。目前在我國民航業(yè),已經(jīng)全面著手使用SMS體系,在該體系的建設(shè)和實(shí)施中,累積了豐富的經(jīng)驗(yàn)。通過對安全工作進(jìn)行系統(tǒng)化的管理,對風(fēng)險(xiǎn)事項(xiàng)進(jìn)行前置,其安全管理水平有了提升,能夠有效的應(yīng)對突發(fā)事件。但是,SMS體系的實(shí)施過程中,民航業(yè)自身管理的一些問題也暴露出來,主要體現(xiàn)在安全文化建設(shè)、SMS主動(dòng)報(bào)告系統(tǒng)、設(shè)施設(shè)備管理以及人力資源管理等方面,這些問題如不能有效解決,則會(huì)對我國民航系統(tǒng)的安全運(yùn)營產(chǎn)生影響,威脅安全管理的未來發(fā)展。論文通過對美國民航系統(tǒng)、加拿大民航業(yè)、澳大利亞民航業(yè)以及臺灣長榮航空公司的安全管理體系建設(shè)和安全管理措施進(jìn)行分析和研究,借鑒其先進(jìn)的經(jīng)驗(yàn)和做法,從建設(shè)安全文化、完善安全管理系統(tǒng)、加強(qiáng)安全監(jiān)督和系統(tǒng)評價(jià)、強(qiáng)化安全預(yù)防糾正措施、完善人力資源系統(tǒng)等五個(gè)方面,站在文化、制度、體系建設(shè)和人事的角度,對民航的安全管理措施的改進(jìn)提出意見建議,目的在于提高民航業(yè)的安全管理水平,提升在國際民航中的競爭實(shí)力。
[Abstract]:Based on the perspective of aviation safety management system construction, this paper analyzes and discusses the present situation of aviation safety management in China's civil aviation industry, finds out the existing problems, draws lessons from the advanced experience and cases of international excellent aviation safety management, and puts forward some suggestions for improving the aviation safety management in China's civil aviation industry in order to improve the safety management level of China's civil aviation industry. In 2007, China began to gradually carry out the construction of SMS system in the civil aviation industry. In order to improve the aviation safety level of our country, the SMS system construction of U Airlines belongs to the earlier batch in our country under the guidance of the planning of the General Administration of Civil Aviation, which is more representative of the civil aviation industry. Therefore, this paper takes the SMS of U Airlines as a typical case in the industry for analysis. At present, in the civil aviation industry of our country, we have started to use SMS system in an all-round way, and have accumulated rich experience in the construction and implementation of this system. Through the systematic management of safety work and the advance of risk matters, the level of safety management has been improved, and it can effectively deal with emergencies. However, during the implementation of SMS system, some problems of civil aviation industry management have also been exposed, mainly reflected in the construction of safety culture, SMS active reporting system, facilities and equipment management and human resource management. If these problems can not be effectively solved, they will have an impact on the safety operation of civil aviation system in China and threaten the future development of safety management. Through the analysis and research on the safety management system construction and safety management measures of American civil aviation system, Canadian civil aviation industry, Australian civil aviation industry and Taiwan Evergreen Airlines, this paper stands in the culture from five aspects: building safety culture, perfecting safety management system, strengthening safety supervision and system evaluation, strengthening safety prevention and corrective measures and perfecting human resource system. From the point of view of system, system construction and personnel, this paper puts forward some suggestions on the improvement of safety management measures of civil aviation, in order to improve the safety management level of civil aviation industry and enhance the competitive strength in international civil aviation.
