基層靠什么留住人才

【摘要】:隨著國家一系列鼓勵大學(xué)生下基層政策的深入展開,我國大學(xué)生下基層取得重要進展,"下得去"的格局已經(jīng)初具雛形。然而,基層就業(yè)保障制度還不完善,還存在"留不住""干不好""流不動"等問題,應(yīng)全方位實施人才激勵制度,營造良好工作氛圍,暢通流動渠道,落實好大學(xué)生下基層政策,用好用活人才。
[Abstract]:With the development of a series of national policies to encourage college students to lower the grass-roots level, the basic level of the university students has made important progress, and the pattern of the "to go down" has been in the form of the first. However, the basic-level employment security system is not perfect, and there are problems such as bad "can't hold on" and bad "immobility". The system should be implemented in an all-round way, to create a good working atmosphere, to smooth the flow channel, to implement the policy of the lower-level of the college students, and to use the good-living talents.
