從人力資源供給側改革推進干部能上能下

【摘要】:新形勢下,推進干部能上能下是實現(xiàn)"四個全面"的必然要求。構建能上能下的新常態(tài),必須處理好干部在涉及環(huán)境、標準、來源、公平、保障等方面的問題。加強和改進干部隊伍建設,要堅持抓當前與管長遠相結合,切實從人力資源供給側結構性改革著手源頭治理,進一步形成干部有序流動、人才優(yōu)化配置的良好態(tài)勢。
[Abstract]:Under the new situation, the advancement of the cadres can be the inevitable demand of the "Four comprehensive". It is necessary to deal with the problems of the cadres in relation to the environment, the standard, the source, the fairness, the guarantee and so on. To strengthen and improve the construction of the cadre team, we should stick to the combination of the current and the long-term of the pipe, and effectively start the source management from the structural reform of the human resource supply side, and further form a good situation of the orderly flow of the cadres and the optimization of the personnel.
