吉林省農(nóng)村人力資源開發(fā)問題研究

【摘要】:十年樹木,百年樹人。人力資源的重要作用不言而喻。當(dāng)今時(shí)代國家與國家之間的競爭,歸根到底是一種人才的競爭,因此,能夠源源不斷地培養(yǎng)出大批優(yōu)秀人力資源的國家才能在國際社會(huì)上站穩(wěn)腳跟。我國的人口規(guī)模是世界上最大的,在這些人力資源當(dāng)中,各方面素質(zhì)都處于劣勢(shì)的農(nóng)村人口又占了不小的比例,因此,如果不能大幅提高農(nóng)村人口的綜合素質(zhì),那么要想達(dá)到提高我國整體人口素質(zhì)的目標(biāo)就希望渺茫。吉林省是個(gè)農(nóng)業(yè)大省,50%的的人口為農(nóng)業(yè)人口,但民的素質(zhì)和能力普遍偏低,這一現(xiàn)狀已經(jīng)嚴(yán)重制約了吉林省的經(jīng)濟(jì)發(fā)展。在今年的兩會(huì)上,國務(wù)院副總理汪洋與吉林代表團(tuán)的代表們共同審議政府工作報(bào)告,其中就提到了希望吉林能夠早日實(shí)現(xiàn)習(xí)近平總書記提出的“爭當(dāng)現(xiàn)代農(nóng)業(yè)排頭兵”的要求,努力發(fā)展現(xiàn)代農(nóng)業(yè),使農(nóng)民收入持續(xù)快速增長,全面履行好糧食大省、農(nóng)業(yè)大省的責(zé)任。筆者認(rèn)為,要想實(shí)現(xiàn)“爭當(dāng)現(xiàn)代農(nóng)業(yè)排頭兵”的要求,就必須從農(nóng)村地區(qū)最活躍的因素入手,也就是農(nóng)業(yè)人口。目前我省農(nóng)村地區(qū)居民科學(xué)文化素質(zhì)等各方面都達(dá)不到應(yīng)有的水準(zhǔn),沒有將其潛在的能力完全釋放出來。要想讓農(nóng)村地區(qū)重現(xiàn)生機(jī),就必須發(fā)揮農(nóng)村群眾的主觀能動(dòng)性,使他們的才干得以增長,才能使其盡可能地符合現(xiàn)代農(nóng)業(yè)排頭兵的要求,為農(nóng)村地區(qū)的嶄新面貌增添光彩?梢,努力促進(jìn)我省農(nóng)村地區(qū)的人力資源開發(fā)水平,是增進(jìn)農(nóng)村地區(qū)經(jīng)濟(jì)活躍度,調(diào)整改善產(chǎn)業(yè)結(jié)構(gòu),使農(nóng)村地區(qū)人民生活水平步步高升,拉近與城鎮(zhèn)地區(qū)落差所必須采取的方式。本文的研究將從以下六個(gè)方面進(jìn)行,首先,第一章節(jié)基于目前的背景,提出本文的意義所在,了解國內(nèi)外對(duì)該問題已有的研究成果,根據(jù)這些提出本文要想探索的內(nèi)容、達(dá)到的目標(biāo)以及通過何種方式去研究;第二章以人力資源的相關(guān)理論,包括人力資本理論、人口遷移理論、二元經(jīng)濟(jì)理論等作為本文的理論鋪墊;第三章對(duì)我省農(nóng)村各地區(qū)、各年份的人力資源概況進(jìn)行呈現(xiàn),展示了農(nóng)村人口的規(guī)模、綜合素質(zhì)以及受教育和培訓(xùn)情況等方方面面;第四章主要基于第三章人力資源現(xiàn)狀及開發(fā)中存在的問題,從政策、經(jīng)濟(jì)、勞動(dòng)者個(gè)體等方面分析原因;第五章闡述了國外先進(jìn)國家和我國先進(jìn)地區(qū)在改善農(nóng)村地區(qū)人口狀況方面的舉措,并從中找出能夠?yàn)槲沂∷玫姆矫娌⒓右钥偨Y(jié);最后陳述了本文的研究結(jié)論,并對(duì)省內(nèi)進(jìn)行農(nóng)村人力資源建設(shè)提出相應(yīng)的提議。
[Abstract]:It takes three generations to make a gentleman. The important role of human resources is self-evident. In the final analysis, the competition between countries and countries is a kind of talent competition, therefore, the countries that can continuously cultivate a large number of excellent human resources can stand firm in the international community. Our country's population scale is the largest in the world. Among these human resources, the rural population with inferior qualities in all aspects accounts for a large proportion. Therefore, if the comprehensive quality of the rural population cannot be greatly improved, So to achieve the goal of improving the overall quality of our population, there is little hope. Jilin Province is a large agricultural province, 50% of the population is agricultural population, but the quality and ability of the people is generally low, this situation has seriously restricted the economic development of Jilin Province. At this year's two sessions, Vice Premier Wang Yang of the State Council and representatives of the Jilin delegation deliberated on the report on the work of the government, which mentioned the hope that Jilin would realize at an early date the request of General Secretary Xi Jinping that he "strive to become the vanguard of modern agriculture." Efforts should be made to develop modern agriculture so that farmers' income can continue to grow rapidly and fulfill the responsibilities of major grain and agricultural provinces in an all-round way. The author thinks that in order to realize the requirement of "vanguard of modern agriculture", we must start with the most active factors in rural areas, that is, the agricultural population. At present, the scientific and cultural quality of rural residents in our province is not up to its due level, and its potential ability has not been completely released. In order to revive the vitality of the rural areas, we must give full play to the subjective initiative of the rural people, increase their ability, and make them meet the requirements of the modern agricultural vanguard as far as possible, and add luster to the new appearance of the rural areas. It can be seen that efforts to promote the level of human resources development in rural areas of our province are to increase the economic activity in rural areas, adjust and improve the industrial structure, and raise the living standards of the people in rural areas. The approach that must be taken to narrow the gap with urban areas. The research of this paper will be carried out from the following six aspects. Firstly, the first chapter, based on the current background, puts forward the significance of this paper, understanding the existing research results at home and abroad on this issue, and based on these, puts forward the content of this paper to explore. The second chapter is about the theory of human resources, including human capital theory, population migration theory, dual economy theory, etc. The third chapter is about the rural areas of our province, the third chapter is about the rural areas of our province, the second chapter is the theory of human resources, including the theory of human capital, the theory of population migration, the theory of dual economy and so on. The general situation of human resources in each year is presented, showing the scale, comprehensive quality, education and training of the rural population, etc. The fourth chapter is mainly based on the status quo of human resources and the problems existing in the development of the third chapter. The fifth chapter expounds the measures of improving the population situation of rural areas in advanced countries and our country, and finds out the aspects that can be used in our province. Finally, the conclusion of this paper is stated, and the corresponding suggestions for the rural human resources construction in the province are put forward.
