【摘要】：政府作為社會(huì)治理的核心主體,其職能是伴隨著經(jīng)濟(jì)社會(huì)發(fā)展而進(jìn)化提升的。在后工業(yè)社會(huì),政府職能將發(fā)生根本性的進(jìn)化,即政府的服務(wù)職能將取代其管理職能而占據(jù)主導(dǎo)地位,并逐漸實(shí)現(xiàn)政府職能的全方位服務(wù)化,導(dǎo)致人類社會(huì)新的政府類型——服務(wù)型政府的誕生。這種變化既是政府對(duì)于人類在經(jīng)過(guò)了前工業(yè)社會(huì)、工業(yè)社會(huì)的歷史之后所迎來(lái)的后工業(yè)社會(huì)的積極回應(yīng),又是政府職能結(jié)構(gòu)按照"統(tǒng)治型—管理型—服務(wù)型"的內(nèi)在邏輯必然的進(jìn)化發(fā)展。與前工業(yè)社會(huì)盛行的"權(quán)治"相適應(yīng)的是"統(tǒng)治型治理范式",與工業(yè)社會(huì)盛行的"法治"相適應(yīng)的是"管理型治理范式",與后工業(yè)社會(huì)日漸凸顯的"德治"相適應(yīng)的必然是"服務(wù)型治理范式"。統(tǒng)治型或管理型治理范式的唯一承載者是政府,但后工業(yè)社會(huì)承載服務(wù)型治理范式的主體演變?yōu)槎嘣W(wǎng)絡(luò)結(jié)構(gòu),處于其核心地位的職能全方位服務(wù)化的政府將與非政府組織及其他社會(huì)自治力量合作,擔(dān)負(fù)起服務(wù)于社會(huì)發(fā)展和公共利益的職責(zé)與使命,從而使人類享受到幸�？鞓�(lè)的美滿生活。
[Abstract]:As the core subject of social governance, the government's function evolves with the development of economy and society. In the post-industrial society, the government function will undergo a fundamental evolution, that is, the service function of the government will replace its management function and occupy the leading position, and gradually realize the omni-directional service of the government function. Leading to the birth of a new type of government in human society-service-oriented government. This change is the positive response of the government to the post-industrial society that mankind has ushered in after the history of the pre-industrial society and the industrial society. It is also the inevitable evolution of the government function structure according to the internal logic of "ruling-managing-service-type". The "ruling governance paradigm" adapted to the prevailing "rule of power" in the pre-industrial society, the "management-type governance paradigm" to the prevailing "rule of law" in the industrial society, and the "rule of virtue", which has become increasingly prominent in the post-industrial society, is suitable for the "ruling by power" that prevails in the pre-industrial society. What should necessarily be "service-oriented governance paradigm". The only bearer of the governing paradigm is the government, but the main body of the service-oriented governance paradigm in the post-industrial society evolves into a diversified network structure. A fully service-oriented government with its core functions will, in cooperation with non-governmental organizations and other autonomous social forces, assume the responsibility and mission of serving social development and the public interest, So that human beings enjoy a happy and happy life.
