【摘要】：目的:對(duì)衡陽(yáng)市2010—2014年衛(wèi)生資源配置的公平性進(jìn)行分析,發(fā)現(xiàn)存在的問(wèn)題,提出相應(yīng)的政策建議。方法:以衡陽(yáng)市2010—2014年《衡陽(yáng)市統(tǒng)計(jì)年鑒》和《2014年中國(guó)衛(wèi)生統(tǒng)計(jì)年鑒》為數(shù)據(jù)來(lái)源,利用泰爾指數(shù)分析衡陽(yáng)市衛(wèi)生資源配置的公平性,并計(jì)算所屬各直轄區(qū)域及區(qū)域間的貢獻(xiàn)率。結(jié)果:衡陽(yáng)市各類衛(wèi)生資源總體公平性較好,但區(qū)域間非公平性差異明顯,成為影響衡陽(yáng)市衛(wèi)生資源配置公平性的主要因素。結(jié)論:應(yīng)加大對(duì)經(jīng)濟(jì)欠發(fā)達(dá)區(qū)域的衛(wèi)生投入,推動(dòng)區(qū)域間衛(wèi)生資源的縱向整合,建立區(qū)域間人力資源流動(dòng)機(jī)制,以縮小區(qū)域間衛(wèi)生資源配置非公平性差異。
[Abstract]:Objective: to analyze the equity of health resources allocation in Hengyang City from 2010 to 2014, find out the problems and put forward some policy suggestions. Methods: Hengyang City Statistical Yearbook from 2010 to 2014 and China Health Statistics Yearbook 2014 were used as data sources to analyze the equity of health resources allocation in Hengyang City by using Taier Index. And calculate the contribution rate of each jurisdiction region and region. Results: the overall equity of all kinds of health resources in Hengyang City was good, but the difference of unfairness among regions was obvious, which became the main factor affecting the fairness of health resources allocation in Hengyang City. Conclusion: it is necessary to increase the health investment in the underdeveloped regions, promote the vertical integration of the health resources among the regions, and establish the mechanism of the human resources flow among the regions in order to reduce the unfairness difference of the allocation of the health resources among the regions.
