【摘要】：當(dāng)前,我國(guó)在促進(jìn)殘疾人就業(yè)方面主要依靠經(jīng)濟(jì)扶持和就業(yè)安置手段,一定程度上解決了殘疾人就業(yè)難的問題,基本保障了殘疾人就業(yè)權(quán)利,并已形成相對(duì)穩(wěn)定的殘疾人就業(yè)格局。但由于就業(yè)保障理念滯后、就業(yè)保障制度和就業(yè)服務(wù)體系不完善,殘疾人就業(yè)難依然存在。應(yīng)轉(zhuǎn)變殘疾人就業(yè)保障理念,重視殘疾人人力資源開發(fā),從扶持安置向能力開發(fā)轉(zhuǎn)型。要建立政府、社會(huì)組織、企業(yè)和家庭等多元主體協(xié)同推進(jìn)的殘疾人就業(yè)能力開發(fā)體系,以能力開發(fā)為導(dǎo)向構(gòu)建以職業(yè)培訓(xùn)、職業(yè)康復(fù)和扶貧開發(fā)為核心的殘疾人就業(yè)扶持機(jī)制,并建立和完善社會(huì)化的殘疾人就業(yè)服務(wù)體系以配合和推動(dòng)殘疾人就業(yè)保障轉(zhuǎn)型,進(jìn)而營(yíng)造殘健融合的就業(yè)環(huán)境,有效提升殘疾人就業(yè)能力和質(zhì)量。
[Abstract]:At present, in promoting the employment of the disabled, our country mainly relies on economic support and employment placement, to a certain extent, to solve the difficult problem of employment for the disabled, basically guaranteeing the employment rights of the disabled. And has formed a relatively stable employment pattern for the disabled. However, because the concept of employment security lags behind, the employment security system and employment service system are imperfect, the employment difficulties of disabled people still exist. It is necessary to change the concept of employment security for the disabled, attach importance to the development of human resources for the disabled, and transform from supportive placement to ability development. It is necessary to establish a system of employment capacity development for the disabled, which is jointly promoted by the government, social organizations, enterprises and families, and build a mechanism for supporting the employment of persons with disabilities, with vocational training, vocational rehabilitation and poverty alleviation and development as the core, oriented by capacity development. And establish and perfect the socialized employment service system for the disabled in order to cooperate and promote the transformation of employment security for the disabled, and then create the employment environment of the disabled and health integration, and effectively improve the employment ability and quality of the disabled.
