【摘要】：隨著市場經(jīng)濟體制的深化改革,我國農村人力資源開發(fā)及流通方式也出現(xiàn)了變化。人力資源在新農村建設過程中意義重大,在市場經(jīng)濟體制改革日益深化背景下應進一步變革農村人力資源開發(fā)方式,有效利用我國豐富的農村勞動力,結合農村發(fā)展實際情況,促進農村產(chǎn)業(yè)結構優(yōu)化升級,促進人力資源轉化成人力資本,更好地解決三農問題。本文首先分析我國農村人力資源現(xiàn)狀,明確農村人力資源開發(fā)及流通的必要性與重要性,結合我國市場經(jīng)濟體制與人力資源開發(fā)特點,提出人力資源開發(fā)及流通變革思路及相應的具體措施。
[Abstract]:With the deepening reform of market economy system, the development and circulation of rural human resources have also changed. Human resources are of great significance in the process of new rural construction. Under the background of deepening the reform of market economy system, we should further reform the mode of rural human resources development, make effective use of the abundant rural labor force in our country, and combine with the actual situation of rural development. To promote the optimization and upgrading of rural industrial structure, to promote the transformation of human resources into human capital, and to solve the problems of agriculture, rural areas and farmers better. This paper first analyzes the present situation of rural human resources in China, defines the necessity and importance of the development and circulation of rural human resources, and combines the characteristics of market economic system and human resources development in China. Put forward the human resources development and circulation reform ideas and corresponding specific measures.
