國家大學科技園支持大學生創(chuàng)新創(chuàng)業(yè)制度體系優(yōu)化研究

【摘要】:國際間綜合競爭力的核心是高素質創(chuàng)新人才的培養(yǎng),創(chuàng)新是推動民族進步的重要因素,國家發(fā)展的不竭之源泉。中共十八大以來,我國對創(chuàng)新創(chuàng)業(yè)越來越重視。大學生群體作為創(chuàng)新創(chuàng)業(yè)新力量,其創(chuàng)新創(chuàng)業(yè)能力是整個國家創(chuàng)新創(chuàng)業(yè)的基礎。在我國眾多創(chuàng)新平臺中,國家大學科技園的地位特殊而重要,不僅承載著學?蒲谐晒D化的重任,更是在很大程度上承擔起在校大學生創(chuàng)新創(chuàng)業(yè)實訓平臺的功能。然而,受制于多重因素,國家大學科技園在大學生創(chuàng)新創(chuàng)業(yè)中的支撐作用仍有待提升,必須要對相關制約因素做出全面綜合分析,找出切實可行的解決方案,真正發(fā)揮高校在科技進步和創(chuàng)新中的重要支持作用。本文在概要介紹研究背景及相關意義的基礎上,對國內(nèi)外相關研究文獻做了綜合回顧,介紹了本文研究的主要內(nèi)容及方法。為便于后續(xù)的分析,本文在研究的理論基礎部分首先介紹了項目管理的相關理論,并且將國家大學科技園支持大學生創(chuàng)新創(chuàng)業(yè)作為特定的項目展開相應的分析,同時從經(jīng)濟學與管理學的相關研究成果中找尋相應的理論支持。在立足本地和學校相關政策的基礎上,采用SWOT分析法,重點分析了吉林大學國家科技園在支持大學生創(chuàng)新創(chuàng)業(yè)中的作用。在現(xiàn)實案例分析部分,本文首先運用案例研究方法,通過對美國斯坦福大學科技園、英國牛津大學科技園和以色列理工學院科技園的學生創(chuàng)業(yè)政策和支撐作用進行了研究。其次運用比較研究方法分析比較了各種創(chuàng)業(yè)扶持政策對大學生創(chuàng)新創(chuàng)業(yè)支持作用的區(qū)別。最后,針對吉林大學國家大學科技園如何更好的發(fā)揮其在大學生創(chuàng)新創(chuàng)業(yè)中的支撐作用提出相應的建議,比如如何更好為高校大學生提供多元化的品性發(fā)展服務,進行多層次、多維度的品質系統(tǒng)培養(yǎng),讓他們適應多樣性的競爭與社會發(fā)展形勢,同時在社會各領域中,意愿并且能夠以其所學知識文化和技術技能創(chuàng)造出新的價值,進而促進經(jīng)濟發(fā)展和社會進步等。
[Abstract]:The core of international comprehensive competitiveness is the cultivation of high-quality innovative talents. Innovation is an important factor to promote national progress and an inexhaustible source of national development. Since the 18th CPC Congress, China has paid more and more attention to innovation and entrepreneurship. As a new force of innovation and entrepreneurship, college students' ability of innovation and entrepreneurship is the foundation of the whole country. Among the many innovative platforms in our country, the national university science and technology park has a special and important position, which not only carries the heavy task of the transformation of the school scientific research achievements, but also bears the function of the innovative and entrepreneurial training platform for college students to a great extent. However, due to many factors, the supporting role of the National University Science Park in the innovation and entrepreneurship of college students still needs to be improved. It is necessary to make a comprehensive and comprehensive analysis of the relevant constraints and find out practical solutions. Give full play to the important support role of colleges and universities in scientific and technological progress and innovation. On the basis of a brief introduction of the research background and related significance, this paper makes a comprehensive review of the relevant research literature at home and abroad, and introduces the main contents and methods of this study. In order to facilitate the subsequent analysis, this paper first introduces the relevant theories of project management in the theoretical basis of the study, and takes the National University Science and Technology Park to support college students' innovation and entrepreneurship as a specific project to carry out the corresponding analysis. At the same time, from the relevant research results of economics and management to find the corresponding theoretical support. Based on local and school policies, this paper analyzes the role of National Science and Technology Park of Jilin University in supporting college students' innovation and entrepreneurship by using SWOT analysis method. In the part of real case analysis, this paper first uses the method of case study to study the policy and supporting function of students' entrepreneurship in Stanford University Science Park, Oxford University Science Park and Israel Institute of Technology. Secondly, this paper analyzes and compares the differences of the supporting effects of various entrepreneurship support policies on college students' innovation and entrepreneurship by using comparative research methods. Finally, in view of Jilin University National University Science Park how to better play its supporting role in the innovation and entrepreneurship of college students, for example, how to better provide diversified quality development services for college students, and carry out multi-level, A multidimensional quality system that allows them to adapt to diverse competition and social development situations, while at the same time creating new values in all spheres of society, with the knowledge, culture and technical skills they have acquired, And then promote economic development and social progress.
