中小型民營企業(yè)人力資源外包研究

【摘要】:上世紀八十年代開始,世界經(jīng)濟不斷的走向全球化,而且互聯(lián)網(wǎng)也慢慢的遍布世界各個角落,和以前相比管理模式也有很大的改變。其中一種變化就是“外包”。以一種新型的經(jīng)營模式的形式出現(xiàn)在大家面前,“外包”顯得獨樹一幟,在世界經(jīng)濟并不樂觀的情況下,很多產(chǎn)業(yè)都處于蕭條期,但是“外包”卻以傲人的勢頭不斷增長,很多企業(yè)都把外包作為戰(zhàn)略核心,學術(shù)界也對該經(jīng)營模式非常的好奇,成為經(jīng)濟學和管理學研究的熱門課題。而人力資源管理外包又是所有外包類型中發(fā)展最快的領(lǐng)域之一。研究表明,企業(yè)的核心競爭力在實現(xiàn)人力資源管理外包方面起到了重要作用。人力資源是企業(yè)的核心戰(zhàn)略資源,一旦引進外包,企業(yè)內(nèi)部管理模式將面臨著全面的改革。所以企業(yè)的經(jīng)營和管理都會受到人力資源管理外包的影響。民營企業(yè)是中國經(jīng)濟最具發(fā)展活力的部分。但隨著時代的發(fā)展,人力資源成本大幅提升成為了企業(yè)管理者所需要面對的核心難題之一。相比國有企業(yè)、外資企業(yè)及合資企業(yè),民營企業(yè)既缺乏強有力的組織架構(gòu)與成本投入,也沒有國外的先進管理經(jīng)驗可以借鑒與引進,想要快速擺脫人力資源難題就必須通過與外界力量加強合作,提升管理效率。為更好的為中小型民營企業(yè)的人力資源管理提供參考,本文從基礎(chǔ)理論、外包收益風險分析、外包決策分析三個方面進行了理論分析。本文還選擇了經(jīng)濟較為發(fā)達的地區(qū),比如浙江、廣東等東南沿海地區(qū)一些規(guī)模一般的民營企業(yè)進行了問卷調(diào)研。通過調(diào)查分析,本文認為,人力資源外包一定會更頻繁的出現(xiàn)在中小型民營企業(yè)的日常管理中。而在中小型民營企業(yè)的轉(zhuǎn)型升級過程中,好的人力資源外包能夠?qū)崿F(xiàn)企業(yè)較好的發(fā)展,比如可以幫企業(yè)降低生產(chǎn)成本,提高企業(yè)的利益、讓企業(yè)立于不敗之地。
[Abstract]:Since the 1980s, the world economy has continued to go global, and the Internet has gradually spread all over the world, compared with the previous management mode has changed a lot. One such change is outsourcing. In the form of a new business model, "outsourcing" appears to be unique. With the world economy not optimistic, many industries are in a depression period, but "outsourcing" is growing with a proud momentum. Many enterprises regard outsourcing as the core of strategy, and the academic circles are very curious about this business model, which has become a hot topic in economics and management. Human resource management outsourcing is one of the fastest growing fields in all outsourcing types. The research shows that the core competence of enterprises plays an important role in the realization of human resource management outsourcing. Human resource is the core strategic resource of the enterprise. Once outsourcing is introduced, the internal management mode of the enterprise will face a comprehensive reform. Therefore, the management and management of enterprises will be affected by the outsourcing of human resources management. Private enterprises are the most dynamic part of the Chinese economy. However, with the development of the times, human resource cost has become one of the core problems that managers have to face. Compared with state-owned enterprises, foreign-funded enterprises and joint ventures, private enterprises lack a strong organizational structure and cost input, nor do they have advanced management experience from abroad to learn from and introduce. To get rid of the problem of human resources quickly, we must strengthen cooperation with outside forces to improve management efficiency. In order to provide a better reference for the human resource management of small and medium-sized private enterprises, this paper makes a theoretical analysis from three aspects: basic theory, outsourcing income risk analysis and outsourcing decision analysis. This paper also selected the more developed areas, such as Zhejiang, Guangdong and other southeast coastal areas, some of the average scale of private enterprises to conduct a questionnaire survey. Through investigation and analysis, this paper believes that human resource outsourcing will appear more frequently in the daily management of small and medium-sized private enterprises. In the process of transformation and upgrading of small and medium-sized private enterprises, good human resource outsourcing can achieve better development, for example, can help enterprises reduce production costs, improve the interests of enterprises, so that enterprises in an invincible position.
