【摘要】：在港口的運(yùn)行中,引航起著不可或缺的關(guān)鍵作用,是港口運(yùn)行的起點(diǎn)和終點(diǎn)。隨著我國經(jīng)濟(jì)的快速發(fā)展,對外貿(mào)易量激增,國內(nèi)各大港口吞吐量連年增加,同時(shí)由于船舶趨于大型化,安全標(biāo)準(zhǔn)提高,導(dǎo)致船舶操作難度加大,危險(xiǎn)系數(shù)增加,給港口引航工作帶來了更高的挑戰(zhàn)。引航員作為引航站的核心,建設(shè)一支穩(wěn)定的、年青的、高素質(zhì)的引航員隊(duì)伍,合理的規(guī)劃引航員需求數(shù)量,既能滿足引航站引航業(yè)務(wù)的需要,又能最大程度的節(jié)約人力資源。為促進(jìn)引航站持續(xù)穩(wěn)定發(fā)展,保障港口的正常高效運(yùn)作,引航員需求預(yù)測及隊(duì)伍建設(shè)研究對引航站的發(fā)展有著重要的意義。本文旨在對引航站引航員的需求分析及配備提供科學(xué)的計(jì)算依據(jù),同時(shí)也通過對深圳引航站引航員隊(duì)伍建設(shè)進(jìn)行分析,為國內(nèi)其他引航站引航員隊(duì)伍建設(shè)提供一個(gè)參考思路。文章首先介紹了灰色預(yù)測模型、馬爾科夫預(yù)測模型及灰色馬爾科夫預(yù)測模型的相關(guān)知識,然后分析了我國引航站隊(duì)伍建設(shè)具體情況,并以深圳港引航站為例,詳細(xì)說明了引航站引航員需求預(yù)測及隊(duì)伍建設(shè)的過程。在對深圳港引航站引航員數(shù)量預(yù)測及隊(duì)伍建設(shè)的計(jì)算和分析中,首先利用灰色馬爾科夫預(yù)測模型根據(jù)深圳引航站的歷史引航艘次數(shù)據(jù),通過計(jì)算得出了 2020年、2030年的船舶引航艘次預(yù)測值;然后,根據(jù)預(yù)測值及深圳港引航站的調(diào)度值班制度計(jì)算得出2020年、2030年的引航員需求數(shù)量;最后,通過對深圳引航站引航員的年齡結(jié)構(gòu)、職稱結(jié)構(gòu)、學(xué)歷結(jié)構(gòu)等相關(guān)因素進(jìn)行分析,結(jié)合預(yù)測引航員需求預(yù)測結(jié)果,為深圳港引航站在未來15年內(nèi)的引航員配備方面給出了具體的配備方案,同時(shí),有針對性地提出了深圳引航站的隊(duì)伍建設(shè)中遇到的問題并給出具體建議。
[Abstract]:Pilotage plays an indispensable key role in port operation and is the starting and ending point of port operation. With the rapid development of China's economy, the volume of foreign trade has increased sharply, and the throughput of the major domestic ports has increased year after year. At the same time, because ships tend to become large and safety standards are raised, the difficulty of ship operation and the risk coefficient increase. It brings higher challenges to the pilotage work of the port. As the core of pilotage station, pilots should build a stable, young and high quality pilot team and plan the number of pilots reasonably, which can not only meet the needs of pilotage business, but also save human resources to the greatest extent. In order to promote the sustainable and stable development of pilot stations and ensure the normal and efficient operation of the port, the prediction of pilot demand and the study of team building are of great significance to the development of pilot stations. The purpose of this paper is to provide a scientific basis for calculating the needs and equipment of pilots at pilot stations, and at the same time, to provide a reference for the construction of pilot teams in other pilot stations in China by analyzing the construction of pilotage teams at Shenzhen pilot stations. This paper first introduces the relevant knowledge of grey prediction model, Markov prediction model and grey Markov prediction model, then analyzes the concrete situation of pilotage station construction in China, and takes the pilot station of Shenzhen Port as an example. The forecast of pilot demand and the process of team building at pilot station are described in detail. In the calculation and analysis of the number of pilots and the construction of the team at the pilotage station of Shenzhen Port, the grey Markov prediction model is first used according to the historical pilotage times data of the Shenzhen pilotage station. Through the calculation of the ship pilotage prediction value in 2020 and 2030; then, according to the forecast value and the Shenzhen port pilotage station scheduling system to calculate the number of pilot demand in 2020 and 2030; finally, By analyzing the age structure, professional title structure, educational background structure and other related factors of pilot in Shenzhen pilot station, and combining with the forecast result of pilot demand, This paper presents a concrete plan for the configuration of pilots in Shenzhen Port pilot Station in the next 15 years. At the same time, the problems encountered in the construction of the pilotage station in Shenzhen are put forward and some concrete suggestions are given.
