【摘要】：自改革開放以來,中國經(jīng)濟發(fā)展取得舉世矚目的"中國奇跡",這主要歸功于這些年的制度建設(shè)和制度變遷,但當前制度中還存在很多問題和漏洞,致使權(quán)力凌駕于制度之上的情形時有發(fā)生。如何完善制度建設(shè),"把權(quán)力關(guān)進制度的籠子里",是中國經(jīng)濟社會持續(xù)有力發(fā)展的重要保障,制度建設(shè)能夠有效遏制腐敗、保護人力資源、消除社會鴻溝、矯正"行政化"傾向、保障經(jīng)濟增長新的"動力源",只有合理制定、執(zhí)行進行制度建設(shè)的辦法,才能實現(xiàn)經(jīng)濟發(fā)展和國家的長治久安。
[Abstract]:Since the reform and opening up, China's economic development has achieved the world's remarkable "Chinese miracle", which is mainly attributed to the system construction and institutional changes in these years, but there are still many problems and loopholes in the current system, which leads to the emergence of power over the system. It is an important guarantee for the sustained and powerful development of China's economy and society. System construction can effectively contain corruption, protect human resources, eliminate social gap, rectify the "administrative" tendency and guarantee the new "power source" of economic growth. Only by rational formulation and implementation of system construction can the economic development and the long-term stability of the country be realized.
